To provide learners with knowledge of the rights, duties, legal requirements
and responsibilities of youth workers in youth accommodation and other services.

To provide learners with opportunities to identify and avoid behaviours and
procedures which are not consistent with legal and ethical conduct towards
young people and users of youth services.

To provide learners with knowledge about the consequences of illegal and
unethical conduct and procedures for dealing with complaints.
