Description
This unit specifies the essential outcomes for development, installation and testing of programs for programmable controllers (PCs) for a system requiring discrete control functions relevant to the normal way of doing work in Australia.
This unit is for holders of an Offshore Technical Skills Record (OTSR) or Australian Technical Competencies Statement (ATCS) issued by an RTO and incorporates the minimum context gap to meet Australian standards and regulations.
This unit shall only be undertaken by holders of an OTSR or ATCS for the following qualifications or successors of the following qualifications:
- UEE30820 Certificate III in Electrotechnology Electrician
- UEE32220 Certificate III in Refrigeration and Air-Conditioning

Elements and Performance Criteria
1. Prepare to develop, enter and verify program into a PC
- 1.1 Work Health and Safety (WHS) procedures for the given work area are obtained from work supervisor according to established procedures
- 1.2 Instruction in hazards and risk control measures for specific work functions and work areas are identified and obtained
- 1.3 The nature of the control system scenario is determined from job specifications of the process/plant/machine to be controlled, and through consultation with work supervisor
- 1.4 Equipment, software and testing devices needed to carry out the work are obtained and checked for correct operation and safety
- 1.5 Installation of programmable controller is checked for compliance with Australian regulations and job specification
2. Develop control system and enter and test program in the PC
- 2.1 Established WHS risk control measures and procedures for carrying out the work are followed
- 2.2 Circuits/machines/plant is checked as being isolated where necessary in strict accordance WHS requirements and procedures
- 2.3 Control solutions are developed and documented based on the specified control mode and using acceptable methods for designing control systems
- 2.4 Developed control system is converted to a ladder diagram
- 2.5 Program is entered into the programmable control using a personal computer and PC software or PC programmer
- 2.6 PC program and settings are tested as meeting those specified in the control system scenario
- 2.7 Appropriate methods and tools are used to test control systems and operating faults and anomalies are identified and rectified
- 2.8 Information given in equipment manuals is interpreted in relation to the work to be undertaken
3. Verify document and report PC programming activities
- 3.1 WHS work completion risk control measures and procedures are followed
- 3.2 PC program is transferred from a programmable controller to an external medium for storage
- 3.3 Control system specification and PC program are documented in accordance with established procedures
- 3.4 Work completion is reported and work supervisor notified in accordance with established procedures
