Description
This unit relates to compliance requirements applicable to work on or near fuel storage and dispensing infrastructure.This includes identifying compliance requirements related to the work being conducted and work site; planning, coordinating and monitoring work to ensure compliance; and completing compliance documentation and reporting.The unit applies to work at sites which store and dispense diesel and motor spirit (petrol), including ethanol blends. It excludes major hazard facilities and bulk transfer terminals.This unit is appropriate for supervisors working on or near fuel storage and dispensing infrastructure.Licensing, legislative or certification requirements that apply to this unit may vary between jurisdictions and should be checked prior to commencing the unit.

Elements and Performance Criteria
1 Identify compliance requirements for a fuel storage and dispensing site
  • 1.1 Scope of work is interpreted and clarified with relevant personnel in accordance with workplace procedures and site-specific requirements
  • 1.2 Relevant regulation is identified, read and interpreted, and compliance requirements confirmed
  • 1.3 Public safety considerations are identified, and their controls determined
  • 1.4 Emergency response requirements/plans are identified
  • 1.5 Relevant industry standards and codes of practice are identified, read and interpreted
  • 1.6 Relevant workplace policies and procedures are identified, read and interpreted
  • 1.7 Required authorisations and permits are identified and obtained
  • 1.8 Work plan that is compliant with requirements is developed
  • 1.9 Tools, equipment and personal protective equipment (PPE) required for work plan are identified and arranged
  • 1.10 Human resource requirements are identified, and competency checked against requirements
2 Implement compliance requirements for a fuel storage and dispensing site
  • 2.1 Site is inspected, risks identified and assessed, and controls implemented
  • 2.2 Site conditions are assessed and work plan adapted to ensure compliance with requirements
  • 2.3 Work of other site personnel is coordinated to ensure compliance
  • 2.4 Work plan is implemented in compliance with requirements
  • 2.5 Site conditions are monitored and work activities coordinated to accommodate changes in conditions
  • 2.6 Compliance is monitored and areas of non-compliance resolved as required
3 Complete compliance documentation and reporting
  • 3.1 Work is completed in compliance with requirements
  • 3.2 Required compliance documentation and reporting are completed
  • 3.3 Site handover to relevant person/s is completed in accordance with workplace procedures
  • 3.4 Authorities are advised of work completion in accordance with regulatory requirements
