Elements and Performance Criteria
1 Determine the need for parking
- 1.1 Records and statistics are monitored to identify problems and areas of demand.
- 1.2 Complaints, requests and comments are analysed to identify problems and areas of demand.
- 1.3 New and planned developments are investigated and reviewed.
2 Develop a strategy for the provision and management of parking
- 2.1 The aims and objectives of the strategy are agreed on.
- 2.2 Practical and comparable options are prepared for consideration.
- 2.3 Consultation is undertaken with relevant interested parties so that the impact of the strategy is clearly identified.
- 2.4 The draft strategy is clearly documented based on a presentation of evidence and logical arguments.
- 2.5 The draft strategy is developed to ensure compatibility with the plans of other relevant authorities.
- 2.6 Achievable schedules and time frames are prepared that clearly identify priorities.
3 Prepare submission for consultation and council approval
- 3.1 Submissions to the draft strategy are invited from interested parties.
- 3.2 Final parking strategy documents with recommendations are prepared incorporating the input of interested parties.
- 3.3 A submission to council is made in accordance with requirements.
- 3.4 Endorsements and approvals are obtained from other relevant authorities.
4 Monitor and review endorsed strategies
- 4.1 Implementation of parking strategy is monitored within agreed time frame.
- 4.2 Records and statistics are monitored to measure the effectiveness of the parking provision.
- 4.3 Complaints and comments are reviewed to determine ongoing acceptance of parking provision.

Overview of assessment requirements
A person who demonstrates competency in this unit will be able to perform the outcomes described in the Elements to the required performance level detailed in the Performance Criteria. The knowledge and skill requirements described in the Range Statement must also be demonstrated. For example, knowledge of the legislative framework and safe work practices that underpin the performance of the unit are also required to be demonstrated.
Critical aspects of evidence to be considered
The demonstrated ability to:
analyse sites and data to determine the need for parking
develop a strategy for the provision and/or management of parking that is compatible with the plans of other relevant authorities
prepare a submission for consultation and council approval
monitor the implementation of the parking strategy within the appropriate time lines and budget
analyse data and feedback to assess the effectiveness of the parking solution
Context of assessment
Assessment of performance requirements in this unit should be undertaken within the context of the local government framework. Competency is demonstrated by performance of all stated criteria, including the Range of Variables applicable to the workplace environment.
Method of assessment
The following assessment methods are suggested:
observation of the learner performing a range of workplace tasks over sufficient time to demonstrate handling of a range of contingencies
written and/or oral questioning to assess knowledge and understanding
completion of workplace documentation
third-party reports from experienced practitioners
completion of self-paced learning materials including personal reflection and feedback from trainer, coach or supervisor
Evidence required for demonstration of consistent performance
Evidence should be gathered over a period of time in a range of actual or simulated management environments.

Access to a workplace or simulated case study that encompasses the following resources:
records systems and statistical information
relevant legislation
real or simulated consultation process with relevant parties such as traders, residents, interest groups and schools
