Description
This unit of competency describes the skills and knowledge required to perform mobile surveillance. The unit applies to individuals who are required to carry out surveillance on foot, via vehicle and via public transport, consistent with the covert nature of the surveillance activity, and to apply alternative surveillance techniques in response to changes in the operation.All work must be carried out to comply with workplace procedures, according to state/territory health and safety, biosecurity and environmental regulations, legislation and standards that apply to the workplace.Licences will be required if operating a vehicle.Regulatory requirements apply to this unit. Users are required to check with the relevant jurisdiction for current requirements.

Elements and Performance Criteria
1. Maintain mobile surveillance
  • 1.1 Confirm the identity of subject for surveillance
  • 1.2 Select and prepare officers for surveillance team and equipment for the environment in which surveillance will be undertaken
  • 1.3 Maintain continuous surveillance of subject according to operational requirements and relevant jurisdictional policies and procedures and legislation
  • 1.4 Monitor subject movements under all conditions through appropriate observation positioning, including covering exit and entry points to the area
  • 1.5 Use communication techniques and equipment according to operational requirements
  • 1.6 Complete running sheets in the prescribed format that include accurate descriptions of subjects, vehicles and location
  • 1.7 Keep equipment and evidence secure during the surveillance operation
2. Maintain covert nature of surveillance operation
  • 2.1 Maintain the covert nature of the surveillance using techniques appropriate for foot and/or vehicle surveillance according to relevant jurisdictional policies and procedures and legislation
  • 2.2 Check surveillance positions are not compromised by movement of officers during period of observation
  • 2.3 Recover officers performing foot surveillance without compromise
  • 2.4 Conceal or disguise equipment and documentation during surveillance operation
3. Respond to changes in surveillance operation
  • 3.1 Apply appropriate search techniques following loss of subject
  • 3.2 Recognise the need for counter-surveillance and/or anti-surveillance techniques, and select and apply appropriate actions according to relevant jurisdictional policies and procedures and legislation
  • 3.3 Manage timing and position of changeovers to control surveillance of subject and security of officers, and to ensure the covert nature of the operation
  • 3.4 Identify and request the need for alternative surveillance techniques
  • 3.5 Use appropriate static surveillance positions to support mobile surveillance operation as determined by the surveillance plan or in response to changing requirements of the current operation
