Description
This unit involves the skills and knowledge required to manage the identification of hazards and the assessment and control of risks associated with generating plant and equipment.Workhealth and safety(WHS)/occupationalhealth and safety(OHS) is concerned with protecting the wellbeing of all workplace stakeholders from exposure to hazards and risks resulting fromactivities in power generation facilities. It involves the assessment and mitigation of risks that can cause short- and long-term harm.Competency in this unit requires the ability to identify hazards, analyse and manage WHS/OHS risks, implement and manage procedures for identifying risks, recommend controls for hazards, identify and manage licensing and certification issues, and review and evaluate risk control measures. Individuals will, in general, work as operators with responsibility for WHS/OHS, in a power generation facility.No licensing, legislative or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria
1 Identify hazards
  • 1.1 WHS/OHS regulations, legislative requirements, codes of practice, manufacturers’ recommendations and specifications, environmental requirements and workplace procedures are identified, applied and monitored
  • 1.2 Work and resource requirements are identified from relevant personnel and documentation in accordance with workplace procedures
  • 1.3 Hazardous situations associated with use of generating plant and equipment are identified, analysed and managed in accordance with workplace procedures
  • 1.4 Key stakeholders are identified and consulted in accordance with workplace procedures
  • 1.5 WHS/OHS recording and reporting procedures on hazards and risks are reviewed and managed in accordance with workplace procedures
2 Analyse and manageWHS/OHS risks
  • 2.1 Risk assessment controls are determined, analysed and managed in consultation with key stakeholders in accordance with workplace procedures
  • 2.2 Register of risk control measures, including permits, is developed and managed in accordance with workplace procedures
3 Implement and manage procedures for identifying hazards
  • 3.1 Hierarchy of control measures are implemented and managed in accordance with workplace procedures
  • 3.2 Workplace monitoring processes are continually managed to eliminate and control risks in accordance with workplace procedures
  • 3.3 Risks requiring further controls are identified and managed in accordance with workplace procedures
  • 3.4 Management of reporting cycle to key stakeholders is undertaken in accordance with workplace procedures
4 Recommend controls for hazards
  • 4.1 Permits to work and access procedures are monitored and managed in liaison with key stakeholders in accordance with workplace procedures
  • 4.2 Isolation procedures are implemented and managed to ensure continued safety of all workplace personnel in accordance with workplace procedures
  • 4.3 Maintenance procedures are documented and communicated to all personnel to ensure generating plant and equipment are safe in accordance with workplace procedures
  • 4.4 Modifications to generating plant and equipment are recorded in return to service documentation in accordance with workplace procedures
  • 4.5 Work practices are monitored and modified, as required, for safe operation of generating plant and equipment in accordance with workplace procedures
  • 4.6 Maintenance systems are monitored and evaluated for safe operation of generating plant and equipment in accordance with workplace procedures
5 Identify and manage licensing and certification issues
  • 5.1 WHS/OHS requirements for plant registration, operator licensing and authorisation are identified and communicated to key stakeholders in accordance with workplace procedures
  • 5.2 Training to meet WHS/OHS regulatory requirements is identified and communicated to key stakeholders in accordance with workplace procedures
  • 5.3 WHS/OHS compliance for operator licensing, registration or authorisation is managed in accordance with workplace procedures
  • 5.4 Records of operator competencies in working with generating plant and equipment are managed in accordance with workplace procedures
6 Review and evaluate risk control measures
  • 6.1 Risk control measures are reviewed and evaluated, and risk assessments are conducted in accordance with workplace procedures
  • 6.2 Risk control plans are developed and managed in consultation with key stakeholders in accordance with workplace procedures
