Description
This unit of competency involves the skills and knowledge required to administer oxygen and ventilate the lungs in an emergency in accordance with industry standards and regulatory body guidelines. It includes assessing casualty and developing a treatment plan; checking, recovering and restoring equipment; maintaining unobstructed airway; resuscitating casualty and using oxygen to provide therapy. The unit is applicable to public safety personnel who attend incidents where the use of oxygen in either lifesaving or the ongoing management of a casualty is appropriate. Elements and Performance Criteria
1 Check equipment
  • 1.1 Pre-operational check of safety and potential effectiveness of equipment is undertaken in accordance with operating procedures, industry standards and regulatory requirements
  • 1.2 Equipment faults and defects are reported and/or recorded in accordance with organisational policies and procedures
2 Assess casualty and develop treatment plan
  • 2.1 Casualty is assessed and the need for oxygen treatment is confirmed
  • 2.2 Treatment plan is developed taking into account life threatening bleeding, available equipment, condition of causality and specific conditions
  • 2.3 Casualty is assisted to a comfortable position suitable for implementation of treatment plan, where possible
  • 2.4 Casualty is communicated with to provide reassurance and the need to administer oxygen is explained
  • 2.5 Assistance is sought from emergency services in accordance with organisational policies, procedures and requirements
3 Maintain unobstructed airway
  • 3.1 Airway is cleared and maintained according to Australian Resuscitation Council (ARC) guidelines
  • 3.2 Steps are taken to reduce risk to self or others, including using appropriate personal protective equipment (PPE), according to organisational policies and procedures
  • 3.3 Suction apparatus is safely used according to organisational policies and procedures and industry guidelines (as appropriate)
4 Deliver oxygen supplement resuscitation
  • 4.1 Environment is checked and confirmed to be safe for delivery of oxygen
  • 4.2 Single-rescuer cardiopulmonary resuscitation (CPR) or two-rescuer resuscitation procedures, including use of supplemented oxygen, is performed in accordance with the ARC guidelines and availability of rescuers
  • 4.3 Respectful behaviour towards casualty is displayed
  • 4.4 Available resources and equipment are used according to manufacturers’ instructions
5 Deliver oxygen therapy
  • 5.1 Need for oxygen therapy is identified
  • 5.2 Appropriate delivery device in the ventilation of casualty is used according to ARC guidelines
  • 5.3 Casualty condition is monitored and issues preventing adequate treatment are rectified
6 Recover and restore equipment
  • 6.1 Equipment is checked, maintained and cleaned for future use in accordance with organisational policies and procedures
  • 6.2 Equipment faults and defects are reported and/or recorded in accordance with organisational policies and procedures
  • 6.3 Debriefing and/or evaluation of incident is undertaken in accordance with organisational policies, procedures and requirements
  • 6.4 Documentation is completed and provided to medical personnel in accordance with organisational policies, procedures and requirements
