Description
This unit of competency specifies the skills and knowledge required to apply performance-based codes and risk assessment and risk management principles to accessibility features of buildings. It includes comparing proposed performance solutions to the prescriptive deemed-to-satisfy (DTS) requirement of the National Construction Code (NCC) and other requirements of relevant legislation, regulations and standards for the provision of access for people with disability, and summarising assessment results in a report which may be considered by an Access Panel.This unit is for access consultants who use their broad theoretical and technical skills and knowledge to analyse information, provide advice and devise solutions to sometimes complex access problems in compliance with regulatory requirements for the provision of access for people with disability.No licensing, legislative or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria
1 Evaluate performance-based codes relevant to building access issues.
  • 1.1 Evaluate role of regulation associated with buildings and the built environment within society in relation to building access issues.
  • 1.2 Evaluate societal goals related to the construction and use of buildings and apply in relation to building access issues.
  • 1.3 Identify and record the hierarchy of Commonwealth, state and territory building access legislation and the role of NCC objectives, functional statements and performance requirements.
  • 1.4 Identify and record the differences between public policy and professional judgement in relation to building access issues.
2 Apply performance-based codes to building access issues.
  • 2.1 Identify and record NCC assessment methods relevant to building access issues and requirements for their application.
  • 2.2 Apply methodologies to determine correct performance requirements required to be satisfied to meet NCC requirements.
  • 2.3 Determine, apply and document processes for involving relevant parties in decision-making processes associated with proposed performance solution.
  • 2.4 Evaluate and document impacts of proposed performance solution on building maintenance and alterations.
  • 2.5 Store all documentation and records used to evaluate proposed performance solution for future reference and retrieval according to regulatory and workplace requirements.
3 Assess risk.
  • 3.1 Identify and apply methodology for determining and assessing risks associated with building access issues.
  • 3.2 Use technologies to research and apply information to support risk assessment according to workplace requirements.
  • 3.3 Identify and report consequences of various forms of identified risk associated with building access issues.
  • 3.4 Apply basic probability analysis and interpret statistics according to risk assessment principles.
4 Document findings.
  • 4.1 Prepare report describing the suitability of proposed performance solutions to building access issues according to regulatory and workplace requirements.
  • 4.2 Maintain copies of the report and associated documentation for future reference according to regulatory and workplace requirements.
