Description
This unit describes the skills and knowledge required to develop an operational response to incidents, apply emergency procedures, monitor the environment and incident, and review the effectiveness of the response.This unit applies to those working with offenders in prisons and secure custodial centres. With changes based on different organisation’s needs, it can apply to specialist emergency units where this function is part of the work role. Working as part of a coordinated team is integral to the role.An individual undertaking this role works independently, drawing upon support from a range of established and new resources. This role requires complex task organisation skills.The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to, particularly those related to emergency response.No licensing, legislative or certification requirements apply to unit at the time of publication.

Elements and Performance Criteria
1 Develop an operational response to incidents
  • 1.1 Assess and report on the nature, extent and degree of threat from the incident
  • 1.2 Establish communication channels to allow required exchange of information with key stakeholders and relevant support agencies
  • 1.3 Analyse resources and vulnerability of the situation and report issues to key stakeholders
  • 1.4 Identify immediate action required and act according to delegation
2 Apply emergency procedures
  • 2.1 Comply with safety and security procedures in all actions
  • 2.2 Ensure appropriate personal protective equipment (PPE) is available according to the risks of the situation
  • 2.3 Ensure the safety and welfare of all people as the first priority in any action
  • 2.4 Maintain safe access and exit according to situational analysis
  • 2.5 Direct security and surveillance equipment to monitor and record incident
  • 2.6 Direct and manage response team or other resources to achieve objectives in line with organisational plan
  • 2.7 Ensure response considers reduced risk to people, property, and the environment
  • 2.8 Maintain situational awareness and update stakeholders with relevant information including barriers to response and risk of injury or damage
  • 2.9 Maintain integrity of scene to protect evidence
3 Evaluate and review the effectiveness of the response
  • 3.1 Document the incident accurately in accordance with organisational procedures
  • 3.2 Participate in debrief in accordance with organisational requirements
  • 3.3 Share and analyse experiences and observations of the incident
  • 3.4 Identify and provide support needed by team members in accordance with organisational procedures
  • 3.5 Identify skills gaps to improve effective emergency response
  • 3.6 Investigate training options to improve effective emergency response
