Description
This unit involves the skills and knowledge required to identify goods subject to dumping and/or countervailing measures, and to calculate applicable duties.This unit includes identifying and determining goods subject to anti-dumping and/or countervailing measures in accordance with legislative requirements.Work must be carried out in compliance with relevant customs and anti-dumping legislation.Work is undertaken in a range of environments, including small to large worksites, in the customs broking and international supply chain industries.No licensing, legislative or certification requirement apply to this unit at the time of publication.

Elements and Performance Criteria
1 Identify goods subject to anti-dumping and/or countervailing measures
  • 1.1 Dumping alert for a particular tariff classification and statistical code in an import declaration is recognised
  • 1.2 Dumping commodities register (DCR), ministerial decisions and final reports are reviewed
  • 1.3 Relevant dates of effect are verified
  • 1.4 Goods are verified as subject to anti-dumping and/or countervailing measures
  • 1.5 Place and/or country of export and origin is verified as subject to anti-dumping and/or countervailing measures
  • 1.6 Exporter and/or supplier of goods are verified as potentially being subject to anti-dumping and/or countervailing measures
  • 1.7 Goods are verified as of a kind subject to anti-dumping and/or countervailing measures and appropriate rates are identified
2 Determine dumping elements
  • 2.1 Exempt goods are identified
  • 2.2 Dumping specification number (DSN) is determined in accordance with DCR
  • 2.3 Dumping export price (DXP) is calculated in accordance with DCR
  • 2.4 Ascertained export price (AEP) is determined and applied as relevant
  • 2.5 Currency code for DXP is determined
  • 2.6 Export country code is determined as required
  • 2.7 Exchange rate is determined as required
  • 2.8 Dumping unit quantity is checked with DCR requirements
3 Advise on anti-dumping and countervailing legislation
  • 3.1 Requirements of anti-dumping and countervailing legislation are explained
  • 3.2 Client understanding of anti-dumping and countervailing information provided is confirmed and any client misunderstanding is clarified
  • 3.3 Requirements of administration, review and revocation of anti-dumping and/or countervailing measures are identified
