Description
This unit involves the skills and knowledge required to work in collaboration with external and internal stakeholders involved in emergency and recovery planning across the stages of the prevention, preparedness, response and recovery model. This unit applies to personnel who work in recovery policy and planning environments, and those undertaking recovery operations following an emergency or disaster event.Work is undertaken within legislative and existing networks to ensure the provision of recovery policy, planning and activities support and inform person-centred recovery considerations.No licensing, legislative or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria
1 Use and strengthen stakeholder networks and relationships
  • 1.1 Formal and informal networks with service providers and vulnerable groups are used to support ongoing and future recovery planning for vulnerable populations
  • 1.2 Relationships across sectors are strengthened through shared expertise, information and resources to improve recovery services and support to vulnerable groups
  • 1.3 Peak bodies and non-government sector are involved in cross-sector, interagency emergency management and recovery planning activities in support of vulnerable populations
  • 1.4 Isolated, vulnerable and marginalised groups are identified through existing networks, and documented according to organisational policies and procedures
2 Communicate and interact with key stakeholders
  • 2.1 Communication strategies to facilitate information sharing between communities, vulnerable populations and other relevant stakeholders is identified and documented according to organisational policies and procedures
  • 2.2 Consultation strategies that uphold the right to respect, dignity and provision of honest and transparent information is developed, documented and shared with stakeholders
  • 2.3 Pre-existing marginalisation that leads to disproportionate impacts on vulnerable groups is shared with planning stakeholders
  • 2.4 Cultural protocols and considerations are used to inform emergency and recovery planning
  • 2.5 Person-centred approaches and considerations across the four elements of preparedness, planning, response and recovery are shared with relevant stakeholders
  • 2.6 Person-centred and capability approaches to resilience building is explained to recovery planners and practitioners to be incorporated into their work
3 Contribute to recovery planning context and framework
  • 3.1 Legislative, regulatory and organisational requirements, policy, procedures, existing arrangements and plans impacting on the recovery planning framework are identified, analysed and shared
  • 3.2 Compatibility, links and interactions between emergency management plans and recovery policies and principles are researched and shared in a timely fashion
  • 3.3 Support gaps are identified and documented to improve efficiency and effectiveness of emergency planning for vulnerable populations
  • 3.4 Affected vulnerable and marginalised communities and individuals are enabled to identify and communicate their priorities and needs
  • 3.5 Existing strengths and capacities of vulnerable populations are identified and documented
  • 3.6 Inclusive practices are identified and applied in the design and delivery of recovery programs and activities
  • 3.7 Existing resources that support a place-based, person-centred and community-led approach are identified and documented accurately
4 Collaborate on reducing risks
  • 4.1 Key stakeholders are engaged across sectors and communities to identify risks to vulnerable populations
  • 4.2 Vulnerable populations' susceptibility and resilience to risks are incorporated into preparedness activities
  • 4.3 Ongoing collaboration between peak bodies and recovery practitioners is conducted to identify recovery outcomes and/or evolving needs/priorities and strengths
  • 4.4 Alternate sources and guidance such as the disability action plan are utilised to inform emergency and recovery planning processes
5 Embed learning opportunities into ongoing practice
  • 5.1 Monitoring and evaluation activities are conducted to capture and reflect person-centred recovery approaches and considerations to inform future recovery planning and activities
  • 5.2 Communities are enabled to incorporate learnings into their processes for current recovery and resilience
  • 5.3 Evaluation of recovery of non-government organisations and peak bodies who provide ongoing support to vulnerable people and groups is conducted to ensure person-centred considerations are embedded in leaning outcomes
