Description
This unit of competency specifies the skills and knowledge required to monitor container storage areas for ozone depleting substances (ODS) and synthetic greenhouse gases (SGG) to identify and control minor hazards and security incidents. The unit does not include control of significant incidents which are either part of emergency response competencies or the role of management personnel.The unit is suitable for those with basic skills and knowledge undertaking routine work tasks under the direction of more experienced workers.ODS and SGG are gaseous fire-extinguishing agents listed in Schedule 1 of the Ozone Protection and Synthetic Greenhouse Gas Management Act 1989 and by law, can only be handled by people who hold an appropriate extinguishing agent handling licence (EAHL). This unit supports one or more EAHLs prescribed under the Act. For further information, check with the relevant regulatory authority.

Elements and Performance Criteria
1 Plan and prepare to monitor operations for ODS and SGG storage areas.
  • 1.1 Read work instructions to clarify types of ODS and SGG agents and containers and their storage specifications.
  • 1.2 Plan work activities to comply with risk management plan for storage arrangement, ODS and SGG regulations, relevant Australian Standards and workplace requirements.
  • 1.3 Identify potential and actual breaches of rules and regulations associated with work instructions and take required action to ensure compliance according to regulatory and workplace requirements.
  • 1.4 Select and use required tools and equipment, including personal protective equipment (PPE).
2 Identify hazards in monitored area.
  • 2.1 Identify and record potential hazards in the storage area.
  • 2.2 Monitor leak detection equipment and security systems to identify, assess and record existing hazards in the storage area.
  • 2.3 Identify and record the type, scope and likely impact of unresolved hazards according to workplace requirements.
3 Assess and address risk of identified hazard.
  • 3.1 Assess risk and identify risk level posed by hazard according to workplace requirements.
  • 3.2 Identify control measures to eliminate or minimise risk in discussion with relevant persons and according to workplace requirements.
  • 3.3 Apply identified control measures to eliminate or minimise risk according to workplace requirements.
4 Monitor ODS and SGG emissions and detection system.
  • 4.1 Identify leak detection test equipment and emission detection system components.
  • 4.2 Interpret emission detection system information to identify causes or sources of detected emissions.
  • 4.3 Respond to detected emissions according to regulatory and workplace requirements.
  • 4.4 Participate in investigation of detected emission and suggest recommendations for improvements to the emission detection system according to workplace requirements.
  • 4.5 Record emission detection results according to regulatory and workplace requirements.
5 Perform leak detection test.
  • 5.1 Perform leak detection test on storage container, connections, valves and gauges.
  • 5.2 Monitor and identify changes in storage container pressure.
  • 5.3 Follow procedures to address identified storage container leakage according to regulatory and workplace requirements.
  • 5.4 Record leak detection test results according to regulatory and workplace requirements.
6 Track and audit storage container movements.
  • 6.1 Schedule storage container audit to minimise disruption to the workplace.
  • 6.2 Audit and record storage container movements according to workplace requirements.
  • 6.3 Update record management system and record audit results.
  • 6.4 Prepare non-compliance report, including options for system improvement, and forward to relevant persons according to regulatory and workplace requirements.
7 Monitor storage container security.
  • 7.1 Identify security system components according to manufacturer requirements.
  • 7.2 Interpret security system information to detect security incident.
  • 7.3 Identify cause or source of detected security incident and respond to incident according to workplace requirements.
  • 7.4 Participate in investigation of detected security incident and suggest recommendations for improvements to security system according to workplace requirements.
  • 7.5 Prepare security incident report and forward to relevant persons according to regulatory and workplace requirements.
