This unit describes the skills and knowledge required to implement the ground control management plans in surface operations in the resources and infrastructure industries.It applies to those working in management or technical specialist roles. They generally work in teams and take responsibility for the outcomes of others.Licensing, legislative and certification requirements that apply to this unit can vary between states, territories and industry sectors. Elements and Performance Criteria
1. Plan and prepare to implement the ground control management plan
  • 1.1 Obtain, interpret and confirm work requirements
  • 1.2 Access, interpret and apply documentation required to implement the ground control management plan
  • 1.3 Select and wear personal protective equipment appropriate for work activities
  • 1.4 Obtain and interpret historical and current ground control data to assess ground conditions
  • 1.5 Identify and address potential hazards and environmental factors and prepare to implement control measures
  • 1.6 Identify, obtain and allocate resources required for the implementation of the ground control management plan
  • 1.7 Communicate the ground control management plan to relevant personnel
  • 1.8 Identify training needs and develop training plans
  • 1.9 Obtain and interpret emergency procedures and prepare to respond to emergencies according to workplace procedures
2. Identify and evaluate the geotechnical design and control measures
  • 2.1 Obtain and interpret site geotechnical design to identify appropriate control measures
  • 2.2 Evaluate pit development plan and extraction method for compliance with geotechnical design
  • 2.3 Evaluate pit operations to confirm appropriate measures to maintain ground control and slope stability
  • 2.4 Evaluate stockpile and dump operations to confirm appropriate measures to maintain ground control and slope stability
  • 2.5 Evaluate surface and ground water control systems to confirm appropriate measures to maintain ground control and slope stability
  • 2.6 Develop, in consultation, workplace procedures and practices for the application of the ground control management plan
  • 2.7 Define, allocate and document the responsibilities for implementing the ground control management plan
3. Implement and monitor the ground control management plan
  • 3.1 Implement and monitor approved extraction method according to workplace procedures and approved geotechnical design
  • 3.2 Implement monitoring systems of ground movement and slope stability systems to warn relevant personnel, control operations and record events
  • 3.3 Monitor hazards and risks and the implementation of control measures according to site requirements
  • 3.4 Record and report on activities, issues and corrective actions according to site requirements
  • 3.5 Apply emergency response and evacuation plans and procedures as required
4. Investigate and respond to adverse ground conditions
  • 4.1 Review geotechnical inspection reports to determine trends and identify adverse ground conditions
  • 4.2 Inspect adverse work area to confirm inspection findings and suitability of controls
  • 4.3 Conduct risk assessment with relevant team members to determine safe course of action including appropriate controls
  • 4.4 Engage external consultants as required to assist with the risk assessment and control plan
  • 4.5 Implement and monitor agreed controls
  • 4.6 Update site procedure documents to reflect changed work practices
  • 4.7 Communicate geotechnical risks and control measures to relevant personnel
5. Audit and review the ground control management review
  • 5.1 Investigate and review the performance of the ground control management plan
  • 5.2 Contribute to audit and review requirements for the ground control management plan
  • 5.3 Submit recommendations to improve the safety, efficiency and effectiveness of the ground control management plan
  • 5.4 Investigate and audit the emergency response and evacuation plans and procedures
