Description
This unit involves the skills and knowledge required to conduct secondary screening of persons, in compliance with relevant transport security regulatory requirements.It includes preparing and conducting secondary screening of persons. It also includes conducting secondary screening on persons with special circumstances, responding to detection of weapons or prohibited items during secondary screening and maintaining records of screening.This unit addresses transport security technical skill requirements (physical, mental and task-management abilities) related to transport security duties of aviation and maritime security personnel and contributes to safe and effective performance in operational transport security environments.Operations are conducted across a variety of operational contexts within the Australian transport security environment.Licensing, legislative, regulatory or certification requirements are applicable to this unit.

Elements and Performance Criteria
1 Prepare to conduct secondary screening
- 1.1 Legal powers to conduct secondary screening by frisk search and screening by handheld metal detector, and associated workplace procedures are clarified as required and applied
- 1.2 Secondary screening is conducted on different genders in accordance with legislative requirements and workplace procedures
- 1.3 Prepare handheld metal detector for use in accordance with manufacturer instructions
- 1.4 Person to undergo secondary screening is informed that frisk or targeted frisk searches can be intrusive and cover sensitive parts of the body
- 1.5 When secondary screening is conducted, consent is confirmed and a private screening facility is offered and identified in accordance with legislative requirements and workplace procedures
- 1.6 Person being searched is asked to remove bulky over garments and other items in their possession capable of being divested and these garments are separately checked by primary screening processes
2 Conduct secondary screening of persons
- 2.1 Secondary screening of a person is carried out using methods and techniques detailed in legislative requirement and workplace procedures
- 2.2 Screening is conducted using handheld metal detector in accordance with manufacturer instructions and workplace procedures ensuring the entire body has been scanned
- 2.3 When screening is conducted by handheld metal detector, a targeted frisk is used to further investigate alarms, which may include sensitive areas of a person’s body
- 2.4 Full frisk search is conducted in accordance with legislative requirement and workplace procedures
- 2.5 Unidentified items or positive alarms are responded to by requesting the person to reveal or remove potential alarm sources and the screening is repeated until all alarms have been investigated and removed items have been screened by alternative means
- 2.6 When alarm source cannot be resolved, access into the sterile area is denied and a more thorough secondary screening is conducted in a private area in accordance with legislative requirements and workplace procedures
- 2.7 Work health and safety (WHS)/occupational health and safety (OHS) principles are followed during secondary screening of persons, in accordance with workplace procedures
- 2.8 Customer service principles and standards are applied throughout secondary screening of a person, in accordance with workplace procedures
- 2.9 Cleared person is allowed to proceed to sterile area
- 2.10 Uncleared person is denied access to the sterile area and maybe detained in accordance with legislative requirements and workplace procedures
3 Conduct secondary screening on persons with special circumstances
- 3.1 Special screening methods and requirements are applied when applying secondary screening of infants and children in accordance with workplace procedures
- 3.2 Special screening methods and requirements are applied when conducting secondary screening on people who have a disability or specific needs, in accordance with workplace procedures
4 Respond to detection of weapons or prohibited items during secondary screening
- 4.1 Person detected carrying weapons or prohibited items is detained in accordance with workplace procedures
- 4.2 Detected prohibited items or weapons are managed in accordance with workplace procedures
- 4.3 Situations requiring specialist assistance are identified and reported to relevant persons
- 4.4 Persons and items in the screening area are monitored to maintain situational awareness and potential risks are promptly responded to
5 Maintain records of screening
- 5.1 Requirements and processes for maintaining screening records are confirmed
- 5.2 Screening records including written consent to conduct frisk search, are maintained in accordance with workplace procedures
- 5.3 Workplace procedures are followed when a person refuses to undergo secondary screening
