Description
This unit of competency involves the skills and knowledge to coordinate the allocation and strategic placement of aircraft and specialist aviation personnel and equipment within the state or territory for the purposes of emergency management. It includes establishing aviation resource coordination for state or territory, monitoring need for state or territory aviation resources, engaging state or territory aviation resources, prioritising and allocating aviation resources, supervising deployment of aviation resources, monitoring management of aviation resources at incidents, responding to reports of aircraft occurrences and reviewing coordination arrangements.The unit is applicable to personnel responsible within their state or territory for coordinating aircraft and specialist personnel and equipment. Authorisation to perform this role is subject to state or territory policies and procedures.The fire sector is those sections of government departments, statutory authorities or agencies that have responsibility under jurisdictional arrangements for the delivery of firefighting and fire management services.No licensing, legislative or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria
1 Establish aviation resource coordination for state or territory
  • 1.1 Authority to coordinate state or territory aviation resources is confirmed
  • 1.2 Coordination arrangements for aviation resources in state or territory are invoked
  • 1.3 Aviation coordination is established within state or territory control or coordination facility
  • 1.4 Air space requirements and issues are negotiated, as required, and Notices to Airmen (NOTAM) are issued in consultation with aviation regulators
2 Monitor need for state or territory aviation resources
  • 2.1 Strategic overview of current and potential emergency situation in state or territory is maintained
  • 2.2 Liaison is maintained with state or territory organisational personnel to determine current and potential need for aviation resources
  • 2.3 Aircraft requirements and support resources are quantified
3 Engage state or territory aviation resources
  • 3.1 Legislation, regulations and national, state and territory and organisational policies and procedures for the engagement of aviation resources are followed
  • 3.2 Aviation resources are confirmed as meeting the standards set by state or territory
  • 3.3 Negotiations on scarce aviation resources are undertaken and alternative sourcing is investigated
  • 3.4 Contractual constraints for aviation resources are identified and communicated to personnel responsible for dispatching
4 Prioritise and allocate aviation resources
  • 4.1 Overview on availability and capability of individual aviation resources is maintained
  • 4.2 Requests for aviation resources are received and processed with consideration given to appropriate aircraft for the task, logistics support required and cost effectiveness
  • 4.3 State or territory emergency coordinators are consulted on priorities where there are competing requests
  • 4.4 Discussions are held with incident and/or regional controllers on availability, capability and limitations of aircraft resources and state or territory priorities
  • 4.5 Permission to dispatch aviation resources is granted within established authority and procedures
5 Supervise deployment of aviation resources
  • 5.1 Aircraft, pilots and air crew are dispatched in accordance with their contracts and state or territory administrative arrangements
  • 5.2 Monitoring is undertaken to ensure appropriate aviation dispatch system records are maintained
  • 5.3 Monitoring is undertaken to ensure pilots of dispatched aircraft are advised of known aircraft allocated to incident and Fire Common Traffic Advisory Frequency (FCTAF)
  • 5.4 Monitoring is undertaken to ensure flight following is established and maintained, as required
  • 5.5 Requests to retain aircraft are reviewed using cost effective analysis and in consultation with state or territory operations coordinator, as required
6 Monitor management of aviation resources at incidents
  • 6.1 Management arrangements and support for aviation resources at incidents are monitored for safety, effectiveness and efficiency
  • 6.2 Action is taken within scope of authority to suspend operations where a breach of legislation, regulations or state or territory procedures is identified
7 Respond to reports of aircraft occurrences
  • 7.1 Aircraft search and rescue procedures are established and implemented, as required
  • 7.2 Accidents and incidents are reported and investigated in accordance with aviation regulations
8 Review coordination arrangements
  • 8.1 Debriefings are conducted to evaluate effectiveness of aviation resources coordination
  • 8.2 Reports are produced and disseminated in accordance with regulatory requirements and organisational procedures
