Elements and Performance Criteria

General context
Work must be carried out in compliance with relevant maritime and safety regulatory requirements.

Work is performed under the direction of a supervising engineer, with some accountability and responsibility for self in achieving the prescribed outcomes. It involves the use and care of hand and power tools required for the range of shipboard tasks that may be carried out by an integrated rating on board a vessel. Following of the orders and instructions of the supervising engineer is required.

Worksite environment
Vessel may include any Australian or international commercial vessel.

Hand and power tools that may be used by an integrated rating on board a vessel may include:
hand tools such as:
spanners
screw drivers, pliers
vice grip
punches
torque wrenches
hammers
chisels
files
snips
hacksaws
nibblers
drill bits
taps
power tools such as:
portable and pedestal power drills
drilling jigs
portable and pedestal grinders
jig saws
shears
power nibblers
gauges such as:
screw pitch
radius
feeler
thickness
form
marking out and measuring tools such as:
rules
tapes
squares
scribers
dividers
trammels
adjustable gauge
centre punch hammers
callipers
vernier callipers
micrometers.

Care of tools may include:
cleaning
sharpening (where relevant)
storing
using tools in accordance with manufacturer's instructions and established procedures
using tools only for their intended purpose.

Safety precautions when using and caring for hand and power tools may include:
using personal protection clothing and equipment such as:
eye and ear protection
boots
masks
following manufacturer's instructions
following ISM Code safety management procedures as they apply to the use of hand and power tools
identifying hazards and using appropriate hazard minimisation strategies.

Operational hazards when using and caring for hand and power tools may include:
sharp blades
moving and rotating blades and attachments
electric shock
unsecured machinery, components or equipment
sparks in areas where flammable and explosive substances are stored
using tools beyond safe working limits
poor housekeeping procedures
non-compliance with safe working procedures.

ISM Code safety management system plans, procedures, checklists and instructions
orders and instructions of the supervising engineer
instructions of manufacturer of tools and equipment
vessel and company procedures.

Critical aspects of evidence to be considered
Assessment must confirm appropriate knowledge and skills to:
Select appropriate hand and power tools to complete assigned tasks
Use hand and power tools in accordance with established procedures and manufacturer's instructions
Care for hand and power tools in accordance with established procedures and manufacturer's instructions
Ensure the exercise of all required safety, environmental and hazard control precautions and procedures when using hand and power tools in accordance to complete assigned tasks
Take appropriate action if a hand or power tool is found to be defective or worn.

Interdependent assessment of units
This unit of competency must be assessed in conjunction with other mandatory units that form part of a job role of an integrated rating on a commercial vessel.

Required knowledge and skills
ISM Code safety management procedures as they relate to the use of hand and power tools on board a vessel
Relevant OH&S and pollution control legislation and policies
Types, names and identifying features of various hand and power tools carried on a vessel
Established procedures for the use and care of hand or power tools required for work tasks that may be carried out by an integrated rating
Hazards and related safety precautions when using hand or power tools on board a vessel
Ability to read and interpret work specifications and drawings
Ability to mark out work to specifications and to measure and check the quality of finished work including the correct use of:
rules and tapes
squares
scribers
dividers
trammels
adjustable gauge
centre punch hammers
callipers
vernier callipers
micrometer
Ability to identify a glazed, loaded or untrue grinding wheel condition
Procedures for dressing and/or truing a grinding wheel
Characteristics and identifying features of common engineering drill bits
Environmental protection measures when carrying out basic engineering tasks.

Resource implications
Access is required to opportunities to either:
demonstrate the ability to the use and care of hand or power tools required for work tasks that may be carried out by an integrated rating on board a vessel through appropriate practical exercises and simulated situations; and/or
use and care for hand or power tools required for work tasks that may be carried out by an integrated rating on an operational commercial or training vessel.

Consistency in performance
Applies underpinning knowledge and skills when:
selecting appropriate hand and power tools to complete assigned tasks
using and caring for hand and power tools
ensuring the exercise of all required safety, environmental and hazard control precautions and procedures when using hand and power tools in accordance to complete assigned tasks
taking appropriate action where a hand or power tool has been found to be defective or worn.

Shows evidence of application of relevant workplace procedures including:
ISM Code and associated vessel's safety management system and procedures
OHS regulations and hazard prevention policies and procedures
tool manufacturer's instructions
established job procedures and work instructions
following housekeeping processes.

Action taken promptly to report incidents and problems involving the use of hand and power tools.

Work is completed systematically with required attention to detail.

Context for assessment
Assessment of competence must comply with the assessment requirements of the relevant maritime regulations.

Assessment of this unit must be undertaken within relevant marine authority approved and audited arrangements by a registered training organisation:
As a minimum, assessment of knowledge must be conducted through appropriate written/oral examinations
Appropriate practical assessment must occur:
at the registered training organisation, and/or
on an appropriate working or training vessel.
