Description
This unit describes the performance outcomes, skills and knowledge required to provide input to strategies which are designed to address the broader social and cultural determinants that underpin and contribute to Aboriginal and/or Torres Strait Islander health. It requires the ability to promote awareness of strategies and to be part of an ongoing evaluation process.Strategies may be developed by diverse government and non-government organisations and could be presented as policies, plans, frameworks or guidelines.This unit applies to senior roles in Aboriginal and/or Torres Strait Islander organisations that provide primary health care and other support services to Aboriginal and/or Torres Strait Islander clients and communities. It is specific to Aboriginal and/or Torres Strait Islander people working as health workers or health practitioners.The skills in this unit must be applied in accordance with Commonwealth and State or Territory legislation, Australian standards and industry codes of practice.No regulatory requirement for certification, occupational or business licensing is linked to this unit at the time of publication. Elements and Performance Criteria
1. Provide input to strategy development.
  • 1.1. Identify the roles of community, organisational, regional, state or territory and national stakeholders in strategy development.
  • 1.2. Establish and maintain relationships with stakeholders using communication and behaviour that builds respect and trust.
  • 1.3. Identify and review current strategies designed to address social and cultural determinants of Aboriginal and/or Torres Strait Islander health for relevance to local community.
  • 1.4. Provide contributions to strategic discussions with stakeholders using information and experience from the workplace and knowledge of current strategies.
  • 1.5. Articulate the positive and negative aspects of current strategies on behalf of clients and communities using outcomes of local evaluation processes.
  • 1.6. Identify and suggest potential improvements to health system, infrastructure, services and resources to address local needs.
2. Promote awareness of strategies.
  • 2.1. Explain to health care team strategy objectives and how they translate into day-to-day work.
  • 2.2. Provide clients and communities with clear information about strategies and their relevance to the local context.
  • 2.3. Communicate specific benefits and provide guidance on how these may be accessed.
3. Contribute to ongoing evaluation of strategies.
  • 3.1. Identify evaluation processes and criteria that will assess effectiveness of strategies for the local community in consultation with the health care team.
  • 3.2. Monitor the implementation of strategies against agreed evaluation processes and criteria.
  • 3.3. Investigate and clarify specific impacts of strategies on the health of Aboriginal and/or Torres Strait Islander clients.
  • 3.4. Identify strengths and areas for improvement as a basis for continual enhancement of health outcomes.
  • 3.5. Consistently use community feedback and collaboration as part of ongoing evaluation.
  • 3.6. Communicate evaluation outcomes to relevant stakeholders to guide future activities for the delivery of community health services.
