Description
This unit of competency involves the skills and knowledge required to coordinate the delivery of a specific and defined range of recovery services to a community at all levels. These recovery services are coordinated after a disaster or an emergency event, across four recovery environments, including social, built, economic and natural.This unit involves delegating roles and responsibilities across one or more of the recovery environments, bringing together organisations and community capital to systematically acquire and apply organisational, community, human and equipment resources in relief and recovery to disaster-impacted communities.This unit applies to persons who may work or are working within recovery environments which commence at the beginning of a response to an emergency and may continue for a considerable period of time. No licensing, legislative or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria
1 Implement recovery management arrangements
  • 1.1 Recovery arrangements are implemented in accordance with agreed authority and/or responsibility and established processes and plans
  • 1.2 Transition processes between response and early relief and recovery phases are confirmed
  • 1.3 Recovery team structure is established appropriate to the nature and complexity of the event
  • 1.4 Recovery coordination facility is activated
  • 1.5 Coordination, engagement and communication arrangements are shared with relevant stakeholders
  • 1.6 Monitoring and evaluation frameworks are established, embedded in recovery programs and communicated
2 Coordinate recovery operations
  • 2.1 Hazard and impact consequence data is obtained and validated
  • 2.2 Needs assessment data is obtained and validated
  • 2.3 Validated data and information are used to inform recovery planning
  • 2.4 Immediate relief and evacuation recovery resources are identified, acquisitioned and deployed
  • 2.5 Coordination and public information arrangements are developed and implemented through ongoing consultation
  • 2.6 Reports are prepared and shared in accordance with the recovery arrangements
  • 2.7 Stakeholder networks and communication channels are identified and used as required
  • 2.8 Underpinning recovery planning data is monitored and plans updated as required
  • 2.9 Implementation planning is conducted to support the recovery plan
  • 2.10 Systematic acquisition and application of organisational, human and equipment resources is coordinated, as specified in long-term recovery projects and operational plan/s
  • 2.11 Communication about the progress of long-term recovery projects is regularly distributed to stakeholders through various communication outlets
  • 2.12 Progress reporting on recovery programs and expenditure is captured in accordance with organisational and recovery arrangements
3 Conclude recovery coordination
  • 3.1 Transition planning to mainstream/ongoing activities and services are determined and communicated
  • 3.2 Recovery programs are finalised and all relevant reporting and documentation is completed
  • 3.3 Recovery resources are released and returned in accordance with organisational procedures
4 Monitor and evaluate recovery coordination
  • 4.1 Methodology for evaluation and monitoring are developed that targets the assessment of the agreed outcomes, drawing on the established targets and indicators, including establishment of baseline measures
  • 4.2 Regular monitoring and evaluation are conducted to inform any adjustment to ongoing recovery programs based on changing needs, priorities and outcomes
  • 4.3 End of program evaluation is conducted based on approved methodology and plans
  • 4.4 Key lessons are identified and communicated to key stakeholders to embed in design of future actions
