Description
This unit introduces leadership concepts and the behaviours required of councillors in their role as leaders of council and prominent leaders in the community.

Elements and Performance Criteria
1 Perform at a high level as a councillor
- 1.1 Strategies for motivating self and influencing others are identified and demonstrated.
- 1.2 Communication and leadership styles are accommodated to suit a range of circumstances.
- 1.3 Research is undertaken to support presentations, discussion concepts and communication with council and the community.
- 1.4 Participation in the affairs of council and its groups or committees is timely, enthusiastic and inclusive of community interests.
- 1.5 Commitments are fulfilled as agreed to and as required by council and the community.
2 Provide leadership to council and community groups
- 2.1 Council expectations and community requirements are clarified and demonstrated.
- 2.2 Strategic approaches to decision making are supported.
- 2.3 Effective communication with council and community groups is established and maintained.
- 2.4 Actual or potential conflicts of interest are identified and dealt with according to legislative or policy protocol.
- 2.5 Legislation is complied with in actions and recommendations.
3 Provide a positive image of council
- 3.1 Legislative protocols and codes of practice are complied with in actions and recommendations.
- 3.2 Ethical behaviour is demonstrated by showing respect for individual and group rights in accordance with relevant legislation, protocols and codes of practice.
- 3.3 Diverse points of view and community interests are represented and respected where necessary.
- 3.4 Respect for all cultures and customs is encouraged and demonstrated at all times.
- 3.5 Decisions of council and matters of privilege and confidentiality are respected.
- 3.6 Work relationships with council staff are conducted in a manner that respects the differences between roles of staff and those of elected members.
4 Initiate and support development programs
- 4.1 Links with existing programs are encouraged.
- 4.2 A strategic approach to funding support is demonstrated.
- 4.3 Development programs are considered in line with strategic plans.
- 4.4 Feedback on resource use and program achievements against objectives is circulated to stakeholders.

Overview of assessment requirements
A person who demonstrates competency in this unit will be able to perform the outcomes described in the Elements to the required performance level detailed in the Performance Criteria. The knowledge and skill requirements described in the Range Statement must also be demonstrated. For example, knowledge of the legislative framework and safe work practices that underpin the performance of the unit are also required to be demonstrated.
Critical aspects of evidence to be considered
Assessment in this unit requires demonstration of:
developing, engaging and leading community groups within a local government context
understanding of differing personal characteristics and their effect on leadership of teams
engaging in appropriate research and consultation
contributing to the development and implementation of strategies within local government groups
capacity to respect and represent diversity in ethnic background, culture, customs, language and communication styles
Context of assessment
In the workplace or a simulated work environment, possibly supported by classroom delivery, including remote or online.
Assessment may encompass multiple elements in the workplace and utilise:
role-plays
oral questioning
case studies
short exercises, including multiple choice, practical demonstrations and group activities in simulated environments
It is anticipated that a complete assessment would involve observation of performance in the role of councillor.
Method of assessment
The following assessment methods are suggested:
observation of the learner performing a range of workplace tasks over sufficient time to demonstrate handling of a range of contingencies
written and/or oral questioning to assess knowledge and understanding
completion of workplace documentation
third-party reports from experienced practitioners
completion of self-paced learning materials including personal reflection and feedback from trainer, coach or supervisor
Evidence required for demonstration of consistent performance
Evidence will need to be gathered over time across a range of variables.

legislation and standards of practice
protocols, policies and procedures
meetings and committee proceedings
representative issues and incidents reflecting council responsibility
