Description

This unit involves the skills and knowledge required to coordinate the operations of a first response team. Coordinators will organise workplace emergency response procedures and communicate with external emergency agencies.A first response teamprepares for and responds to emergency incidents that pose an immediate risk to a power generation facility. The operation of a first response team is to support emergency service agencies. Competency in this unit requires the ability to coordinate a workplace emergency team, cooperate with other emergency services personnel, evaluate an emergency, respond to an emergencyand to report the outcomes of an emergency response. Individuals will, in general, work as an operator, with coordination responsibilities, in a power generation facility.Power generation plant operators are trained and authorised to isolate, prepare plant and issue permits to work.No licensing, legislative or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria

1 Coordinate workplace first responseteam

1.1 First response team purpose is identified from relevant personnel and documentation in accordance with workplace procedures
1.2 Work health and safety (WHS)/occupational health and safety (OHS) regulations, legislative requirements, codes of practice, manufacturers’ recommendations and specifications, environmental requirements and workplace procedures are identified, applied and monitored
1.3 Duties and responsibilities of first response team members are identified in accordance with workplace procedures
1.4 Instructions are relayed to first response team members in accordance with workplace procedures
1.5 First response team member identification is displayed in accordance with workplace procedures

2 Cooperate withemergency services personnel

2.1 Responsibilities of emergency services personnel are clarified to first response team members in accordance with workplace procedures
2.2 Role and authority of emergency services is discussed with first response team members in accordance with workplace procedures
2.3 Instructions from emergency services personnel are clarified and coordinated in accordance with workplace procedures
2.4 Guidance and assistance for emergency services personnel is coordinated in accordance with workplace procedures
2.5 Directions and advice are given to emergency service personnel and first response team members, after emergency site inspection, in accordance with workplace procedures
2.6 An emergency plan to ensure personnel safety and power generating plant integrity is developed in accordance with legislative requirements and workplace procedures
2.7 Relevant documentation is obtained and used in accordance with workplace procedures
2.8 Materials, equipment and resources are obtained and coordinated in accordance with workplace procedures

3 Evaluate emergency

3.1 Nature, extent and cause of emergency is identified, in accordance with workplace procedures
3.2 Potential risks to personnel, equipment, environment and power generation production are identified in accordance with workplace procedures
3.3 Notification of emergency is undertaken in accordance with workplace procedures
3.4 Emergency evacuation procedures are followed in accordance with workplace procedures
3.5 Requirement for special expert assistance is identified in accordance with workplace procedures
3.6 Emergency incident is evaluated in accordance with workplace procedures, to prevent repetition
3.7 Location of emergency is identified, and most effective route is determined in accordance with workplace procedures

4 Respond to emergency

4.1 Vehicles and buildings are secured and protected in accordance with emergency plan requirements and workplace procedures
4.2 Potential sources of danger are isolated, and warning signs, signals and barriers are put in place in accordance with workplace procedures
4.3 Emergency incident responses are applied in accordance with emergency plan requirements and workplace procedures
4.4 Communication is established with key stakeholders and emergency services personnel in accordance with workplace procedures
4.5 Use of personal protective equipment (PPE) during emergency incident is monitored in accordance with workplace procedures
4.6 Technical advice to emergency service personnel is given in accordance with workplace procedures

5 Report outcomes of emergency response

5.1 Fire and emergency equipment is marked and positioned after use to indicate servicing or replacing in accordance with workplace procedures
5.2 Use of emergency equipment is reported in accordance with workplace procedures
5.3 Debriefing is attended and responded to in accordance with workplace procedures
5.4 First response team outcomes are evaluated, and recommendations are submitted for consideration in accordance with workplace procedures
