Description
This unit specifies the skills and knowledge required to receive waste, operate load-shifting equipment to load, move and unload waste, and dispatch waste for transport to another site. It includes monitoring waste receipt, organising equipment, loading and unloading methods suitable for waste types and site conditions and performing operational checks, start-up, park and shut-down procedures. It also includes scheduling waste dispatch activities and monitoring waste movement and containment to ensure safety and regulatory compliance.A person who achieves this unit of competency is expected to take responsibility for completing these tasks with a high degree of self-direction.This unit forms part of the licensing requirements for operating vehicles, plant and equipment used in waste management. Elements and Performance Criteria
1 Prepare to receive, transfer and dispatch waste.
  • 1.1 Review job schedule to confirm work activities for receiving, transferring and dispatching waste and clarify issues with relevant persons.
  • 1.2 Review workplace policies and procedures and work health and safety (WHS) requirements for waste transfer and dispatch and apply to work tasks.
  • 1.3 Schedule waste receipt, transfer and dispatch according to workplace requirements.
  • 1.4 Organise load-shifting equipment and attachments and personnel required to safely and efficiently transfer and dispatch waste according to workplace requirements.
  • 1.5 Select, check and use personal protective equipment appropriate for work activities.
  • 1.6 Identify hazards and risks associated with work activities and implement required controls according to workplace WHS requirements.
2 Receive and unload waste.
  • 2.1 Screen waste types being delivered to confirm match to documentation.
  • 2.2 Measure and record received waste according to workplace and regulatory requirements.
  • 2.3 Use signalling and instructions to direct waste provider to designated unloading site.
  • 2.4 Monitor unloading location to ensure adequate storage capacity and that waste is contained within designated area.
  • 2.5 Take load sample according to workplace and regulatory requirements.
3 Check and operate load-shifting equipment.
  • 3.1 Conduct pre-start, start-up, park and shutdown procedures following manufacturer instructions.
  • 3.2 Safely operate and drive load-shifting equipment and modify operating techniques to respond to changing conditions in the work area.
  • 3.3 Continuously monitor work area and maintain communication with others while operating load-shifting equipment to ensure safety of people and property.
4 Load, move and unload waste.
  • 4.1 Check waste type and weight to select required loading and unloading methods and ensure load is within safe operational capacity of load-shifting equipment.
  • 4.2 Fit required load-shifting attachments according to manufacturer instructions and workplace requirements.
  • 4.3 Safely load waste using required methods and regulate liquid flow where waste is vacuumed to maintain constant hose pressure.
  • 4.4 Move load to designated unloading location while maintaining constant visual monitoring to ensure waste containment and identify potential hazards.
  • 4.5 Safely unload waste in designated unloading area using required methods and regulate liquid flow where waste is vacuumed to maintain constant hose pressure.
  • 4.6 Store waste at destination according to workplace requirements.
  • 4.7 Park, shut-down and secure load-shifting equipment and attachments in a safe location to avoid damage to equipment and obstruction of surrounding site activity.
5 Dispatch waste.
  • 5.1 Use signalling and oral instructions to assist safe and efficient waste loading onto dispatch vehicle.
  • 5.2 Monitor loading site to ensure compliance with loading instructions, waste containment and adequate space for loading.
  • 5.3 Measure and record regulated or prescribed waste and display required waste identification signage according to regulatory requirements.
  • 5.4 Check to ensure waste is contained and secure and that load weight is within safe operational capacity of dispatch vehicle according to regulatory requirements.
6 Finalise work tasks and complete documentation.
  • 6.1 Clean load-shifting equipment, attachments and work area to remove debris and contamination.
  • 6.2 Conduct service checks of load-shifting equipment following manufacturer and workplace requirements and resolve or report problems.
  • 6.3 Complete workplace documentation detailing waste movement and dispatch according to workplace and regulatory requirements.
