Description
This unit of competency describes the skills and knowledge required to develop a work plan for the safe removal and/or stabilisation of trees when they have been impacted by an emergency incident. It includes trees that are no longer standing and are on the ground, are partially fallen or are lying against a structure. Trees damaged in emergency incidents, such as storms or fires, may require stabilisation and or removal to ensure the safety of emergency services personnel and volunteers. Consideration of forces that may be trapped within a tree when using chainsaws and/or hand tools is essential. Tree felling licensing and/or certification requirements may apply in some jurisdictions.The unit is applicable to emergency services personnel and volunteers who are required, under the direction of a crew leader, to apply tree stabilisation techniques or to cut up and remove trees that are no longer standing upright. It includes formulating a work plan and ensuring that appropriate equipment is available to complete required work tasks. No licensing, legislative or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria
1 Formulatework planfor tree stabilisation and removal
  • 1.1 Determine work plan for the stabilisation and removal of trees using chain saws and/or hand tools including the review of identified compression, tension and torsion forces
  • 1.2 Identify tree hazards and establish risk control measures, in accordance with organisational procedures
  • 1.3 Identify entry and exit routes to the emergency incident using a dynamic risk assessment
  • 1.4 Determine personal capability to meet work plan tasks
  • 1.5 Create work zones appropriate to work plan tasks
  • 1.6 Collect and record work plan documentation, in accordance with organisational procedures and jurisdictional obligations
  • 1.7 Identify bystanders who must be removed or excluded from work zones, in accordance with work plan requirements
2 Ensure equipment is available
  • 2.1 Establish appropriate personal protective clothing and equipment requirements for work plan tasks
  • 2.2 Identify Work, Health and Safety (WHS)/Occupational Health and Safety (OHS) procedures including for refuelling equipment, changing batteries and sharpening tools
  • 2.3 Verify that additional equipment to stabilise and/or remove trees is available, if required
  • 2.4 Check equipment readiness to ensure it is appropriate to work plan tasks, in accordance with organisational procedures
3 Communicate workplan
  • 3.1 Provide briefing to crew members on work plan including management of debris, dumpsites, safety protocols, work zones and communication methods
  • 3.2 Document work plan, in accordance with organisational procedures and jurisdictional obligations
