Description
This unit specifies the competency required to conduct inspections of building work during the building process for compliance with building access legislation. It includes the progressive inspection of building work, and the preparation of reports detailing compliance with legislative requirements and non-compliant building work and services.

Elements and Performance Criteria
1Carry out inspections of building work and building services at various stages during the building process.
- 1.1 Building work is inspected during construction and checked for compliance with legislative requirements for access.1.2 Building services are inspected against relevant legislative requirements and the provision of access is documented.1.3 Inspection results are assessed and the findings processed promptly within contractual arrangements.
2Determine the compliance of building work and building services with respect to legislation.
- 2.1 Progress reports including a full explanation of non-compliant building work and building services and required remedial action are prepared promptly for the client and processed in accordance with organisational requirements.2.2 Follow-up inspections to check rectified work are conducted at a suitable time and without disruption to the building progress.2.3 Meetings are conducted with the client and other members of the building development team and recorded.2.4 Outcome of rectified building work is inspected, documented and reported to the client.
3Prepare the building access report and provide to client.
- 3.1 The final building access report is prepared for the client prior to occupancy, in accordance with contractual arrangements and organisational requirements.3.2 The building access report and associated documentation are forwarded to the client in accordance with contractual arrangements.3.3 A copy of the building access report and associated documentation is recorded and retained for future reference in accordance with organisational and legislative requirements.

This unit of competency could be assessed on its own or as part of an integrated assessment activity involving other competencies relevant to the job function.
Critical aspects for assessment and evidence required to demonstrate competency in this unit
A person who demonstrates competency in this unit must be able to provide evidence of:
recognising the needs and desires of people with disabilities to engage fully in all aspects of society, and their right to do so
interpreting accurately the impacts of the full range of disabilities and the limitations that each disability places on the individual's ability to access the environment
interpreting accurately how the full range of environmental barriers impact on any of the impairments that people with disabilities might have
conducting inspections during the building process to determine building access compliance
negotiating with other members of the building development team to resolve access non-compliance issues
complying with OHS regulations applicable to workplace operations
applying organisational management policies and procedures, including quality assurance requirements
preparing progress and final access reports that comply with legislative requirements and fulfil contractual requirements.

assessment materials and tools
suitable assessment venue/equipment
workplace documentation
candidate special requirements

Validity and sufficiency of evidence requires:

where the assessment is part of a structured learning experience the evidence collected must relate to a number of performances assessed at different points in time and separated by further learning and practice with a decision of competence only taken at the point when the assessor has complete confidence in the person's competence
all assessment that is part of a structured learning experience must include a combination of direct, indirect and supplementary evidence
where assessment is for the purpose of recognition (RCC/RPL), the evidence provided will need to be current and show that it represents competency demonstrated over a period of time
assessment can be through simulated project-based activity and must include evidence relating to each of the elements in this unit.
