Description

This unit of competency specifies the skills and knowledge required to decommission gaseous agent containers and actuators and prepare containers and components for transport. Gaseous agent containers may contain extinguishing agents which are ozone depleting substances (ODS) and synthetic greenhouse gases (SGG).The unit does not cover any installation, maintenance, replacement or repair functions that are restricted to licensed trades or occupations.A person who has achieved this unit of competency would be expected to take responsibility for organising and completing these tasks with a high degree of self-direction.ODS and SGG are gaseous fire-extinguishing agents listed in Schedule 1 of the Ozone Protection and Synthetic Greenhouse Gas Management Act 1989 and by law, can only be handled by people who hold an appropriate extinguishing agent handling licence (EAHL). This unit supports one or more EAHLs prescribed under the Act. For further information, check with the relevant regulatory authority.

Elements and Performance Criteria

1 Apply rules and regulations to decommissioning operation.

1.1 Interpret work instructions to clarify types of gaseous agent containers and actuators to be decommissioned, decommissioning timeframes and site location.
1.2 Discuss planned decommissioning procedures with relevant persons to clarify client needs and expectations.
1.3 Plan work activities to prevent ODS and SGG emissions and comply with relevant Australian Standards, ODS and SGG regulations, work health and safety (WHS) and workplace requirements.
1.4 Identify potential and actual breaches of rules and regulations associated with work instructions and take required action to ensure compliance according to regulatory and workplace requirements.

2 Prepare to decommission gaseous agent containers and actuators.

2.1 Arrange access to worksite and communicate with responsible entity and affected persons to advise duration and impact of planned decommissioning procedures.
2.2 Identify and control hazards in the work area according to workplace requirements.
2.3 Select and use required materials, tools and equipment, including personal protective equipment (PPE).
2.4 Discuss and confirm decommissioning guidelines with relevant persons to confirm they meet client, manufacturer, regulatory and workplace requirements.
2.5 Identify and confirm system components and confirm that safety measures are in place prior to the decommissioning process according to workplace requirements.
2.6 Check to confirm access to the system complies with decommissioning guidelines and provides minimal disruption to the client or property.

3 Perform decommissioning procedures.

3.1 Decommission gaseous agent containers and actuators according to decommissioning guidelines, manufacturer, regulatory, workplace and client requirements.
3.2 Isolate interfaced actuators and place lock-off devices and required signage according to regulatory and workplace requirements.
3.3 Disconnect manual, electrical and mechanical actuators according to manufacturer requirements.
3.4 Disconnect pneumatic actuators, pilot and slave tubes and fittings according to manufacturer requirements.
3.5 Fit transport caps, plugs and locking devices on discharge outlets and actuator ports according to regulatory requirements.
3.6 Disconnect container manifold connection components according to manufacturer requirements.
3.7 Connect transport caps on valve outlets according to regulatory requirements.

4 Finalise decommissioning operation.

4.1 Organise removal and transportation of gaseous agent containers to storage or reclaim facility according to regulatory and workplace requirements.
4.2 Complete documentation and decommissioning sign-off with relevant persons according to regulatory and workplace requirements.
4.3 Check tools and equipment for faults, wear or damage and rectify or report problems according to workplace requirements.
4.4 Leave client premises in a clean and tidy condition.
