Description
This unit describes the skills and knowledge required to manage non-emergency and emergency situations. Individuals are required to follow procedures, evaluate scene safety and identify any security risks and to communicate and coordinate with other emergency services personnel involved in patient care at the scene. It also describes skills required for coordination with and by other emergency services personnel.This unit applies to pre-hospital and out-of-hospital health care workers.The skills in this unit must be applied in accordance with Commonwealth and State/Territory legislation, Australian Standards and industry codes of practice.

Elements and Performance Criteria
1. Attend scene.
  • 1.1. Undertake roles as prescribed by Acts, regulations and organisational policies and procedures.
  • 1.2. Identify and maintain lines of communication with others according to communication protocols and organisational policies and procedures.
  • 1.3. Support collaborative planning and action in accordance with organisational requirements.
2. Assess the environment to identify real and potential hazards.
  • 2.1. Gather information to enable accurate assessment of the situation or incident.
  • 2.2. Identify real or potential hazards where there are risks to participants or bystanders.
  • 2.3. Assess the approach to an incident, identifying visible signs of danger.
  • 2.4. Position vehicle, equipment and resources to facilitate safe access and egress and protect self, colleague and patient.
  • 2.5. Identify opportunities to utilise organisational resources where required to secure the scene.
3. Communicate with those involved in the incident.
  • 3.1. Communicate information about the incident or scene to coordinator and other medical, emergency and allied services involved with the incident in a clear, concise and comprehensive manner.
  • 3.2. Provide information to people involved in the incident or facilitate others to do so.
  • 3.3. Communicate and gather information from other organisations at the scene to inform the improvement of services and avoid duplication of effort.
4. Control hazards.
  • 4.1. Ensure security and safety of the scene and negate or minimise existing and potential hazards to patients, colleagues and others.
  • 4.2. Use personal protective clothing and equipment for infection prevention and workplace health and safety in accordance with organisational policies and procedures.
  • 4.3. Manage combative patients or others to ensure security of the scene.
  • 4.4. Use hazard-controlling resources safely in accordance with organisational policies and procedures.
5. Evaluate the scene environment.
  • 5.1. Monitor the environment at the scene to identify changes that may compromise safety or patient care.
  • 5.2 Recognise and communicate the need for additional resources according to environmental changes.
  • 5.3 Contribute to the provision of feedback for the improvement of scene management.
