Description
This unit describes the skills and knowledge required to transport patients and other appropriate workers to and from a health care facility or service under emergency circumstances. The unit includes skills for loading, driving and unloading a vehicle safely, and for checking vehicles and equipment in order to restock and remedy faults. This unit applies to pre-hospital/out-of-hospital health care workers.The skills in this unit must be applied in accordance with Commonwealth and State/Territory legislation, Australian/New Zealand Standards and industry codes of practice.

Elements and Performance Criteria
1. Prepare and check vehicle and equipment
  • 1.1 Check vehicle and equipment systematically and comprehensively based on local vehicle checklist or inventory
  • 1.2 Conduct vehicle checks on a regular basis according to organisation procedures to ensure serviceability of vehicle and equipment
  • 1.3 Ensure interior and exterior cleanliness of vehicle in accordance with organisation policies and procedures on the minimisation of infection risk to both non-emergency workers and patients
  • 1.4 Maintain vehicle operating stock to acceptable minimum and maximum levels
  • 1.5 Maintain vehicle and equipment according to established clinical guidelines/protocols
2. Ensure faults in vehicle and equipment are remedied
  • 2.1 Identify and report general nature of faults, and liaise with organisation to remedy faults
  • 2.2 Assess risk of further damage to malfunctioning vehicle or equipment against patient care priorities and communicate decisions to appropriate workers
  • 2.3 Rectify minor faults where possible
  • 2.4 Establish need for additional or replacement resources and communicate to appropriate workers
3. Convey and receive information relating to emergency transport
  • 3.1 Establish and maintain communication with control centre according to established clinical guidelines/protocols
  • 3.2 Notify appropriate receiving facility according to established clinical guidelines/protocols.
4. Load, unload and secure patient and equipment for emergency transportation
  • 4.1 Remove patients from scene in a manner consistent with relevant Acts, regulations and according to established clinical guidelines and protocols
  • 4.2 Conduct loading and unloading smoothly, consistent with safe work practices and according to established clinical guidelines and protocols
  • 4.3 Ensure patient’s illness or injury is not exacerbated by unnecessary movement during loading and unloading
  • 4.4 Organise and secure equipment in accordance with relevant Australian Standards, Acts and regulations and according to established clinical guidelines/protocols
5. Transport patient under emergency conditions
  • 5.1 Drive vehicle in a manner that avoids exacerbation of patient’s condition
  • 5.2 Drive vehicle recognising hazards and negotiating hazards at low risk in accordance with legal requirements governing emergency vehicles
  • 5.3 Choose appropriate route to receiving facility according to distance, time, travel and terrain
  • 5.4 Establish and maintain communication as required between driver and patient care officer to ensure safe transport and effective patient care
