Description
This unit describes the skills and knowledge required to control vehicle and pedestrian traffic using portable traffic control devices, stop-slow bats, hand signals and approved communication devices on high volume roads and signalised intersections.It applies to those working in operational roles. They generally work in teams in live traffic environments under some degree of supervision. This unit applies to temporary traffic management on roads that include the following characteristics, excluding motorways and freeways:speeds limits greater than or equal to 60km/h and traffic volumes greater than or equal to 3,000 vehicles per day (Average Annual Daily Traffic (AADT); or any speed limit with traffic volumes greater than or equal to 10,000 vehicles per day (AADT); orany signalised intersection. Licensing, legislative and certification requirements that apply to this unit can vary between states, territories, and industry sectors. Users must check requirements with relevant body before applying the unit.

Elements and Performance Criteria
1. Prepare to control traffic
  • 1.1 Access, interpret and confirm work instructions and plan work
  • 1.2 Access, interpret and apply required workplace policies, procedures, jurisdictional safety and environmental protection requirements
  • 1.3 Select and wear personal protective equipment required for work activities
  • 1.4 Obtain and interpret site emergency procedures and identify steps required to response to accidents and emergencies
  • 1.5 Select tools and equipment, check for serviceability and rectify faults and report as required
2. Control traffic and operate communication devices
  • 2.1 Confirm required signs and devices are positioned and installed according to traffic guidance scheme, and report issues as required
  • 2.2 Configure approved communication devices according to site requirements
  • 2.3 Direct traffic using hand held stopslow bat and visibly clear and unobstructed hand signals according to site requirements
  • 2.4 Monitor traffic, adjust for changing traffic conditions and position waiting vehicles according to site requirements
  • 2.5 Communicate messages to other personnel, confirm recipient understanding and clarify according to site requirements
  • 2.6 Check and perform minor maintenance on approved communication devices according to manufacturer specifications and site requirements
  • 2.7 Check and confirm communications contact after nominated period of non-contact
  • 2.8 Report traffic offenders according to site requirements
3. Control traffic at traffic signals where signals have been turned off
  • 3.1 Implement work procedures to commence controlling traffic and all other road users when signals have been switched off and back on
  • 3.2 Carry out communication and coordination procedures provided to all traffic controllers on site
4. Control traffic on high volume roads
  • 4.1 Identify and confirm that escape path is not blocked
  • 4.2 Control single lane of traffic on a high-volume, multilane road according to traffic management plan
  • 4.3 Identify and report traffic controller resourcing requirements
5. Conduct housekeeping activities
  • 5.1 If authorised, remove signs and devices according to job requirements and cover as required
  • 5.2 Clean, check and store tools and equipment according to manufacturer specifications and site requirements
  • 5.3 Report environmental damage and potential for future damage as required
