Description
This unit of competency describes the skills and knowledge required to plan and safely move loads operating a non-slewing mobile crane with a capacity of less than three tonnes. The unit applies to production support operators who operate small non-slewing mobile crane in a pulp and/or paper manufacturing facility. No licensing, legislative or certification requirements apply to this unit at the time of publication. This unit should not be used where load shifting equipment falls under the category for which a high risk work licence is required. Users are advised to check with the relevant regulatory authority for appropriate unit and licensing requirements.

Elements and Performance Criteria
1. Plan work for moving load
  • 1.1 Identify and plan work according to workplace procedures and health and safety requirements
  • 1.2 Identify health and safety hazards, assess risks and identify control measures
  • 1.3 Inspect and assess traffic flow and work area conditions for safe operation according to organisational procedures
  • 1.4 Determine load characteristics and use appropriate attachments and gear to move load
  • 1.5 Report activities that may affect the safety and efficiency of operations to appropriate personnel
2. Use controls and operating systems to manage the operation of equipment
  • 2.1 Prepare equipment and fit appropriate attachments
  • 2.2 Start equipment to bring to speed according to manufacturer guidelines
  • 2.3 Monitor instruments and gauges during start-up and operations to ensure that operation is within manufacturer specifications
  • 2.4 Manage power for efficiency of equipment movement and economy of equipment operations
  • 2.5 Conduct equipment operations within manufacturer specified torque range
  • 2.6 Report faults or damage to equipment to appropriate personnel
3. Locate load and identify load characteristics
  • 3.1 Identify and locate load according to instructions
  • 3.2 Identify requirements for Safe Working Load (SWL) and Working Load Limit (WLL) of equipment
  • 3.3 Check load weight and dimensions to ensure they fall within the capacity of the equipment
  • 3.4 Follow loading and unloading plans to ensure efficiency and safety of operations
  • 3.5 Determine load characteristics and use required loading and unloading procedures
4. Move load safely
  • 4.1 Operate and position equipment using smooth and controlled movements and safe working practices
  • 4.2 Undertake manoeuvres within the limits of the equipment and according to manufacturer specifications
  • 4.3 Move load to ensure no injury to personnel or damage to equipment or cargo
  • 4.4 Maintain continuous communication with personnel assisting operator in load movement operations using appropriate communications technology and procedures
  • 4.5 Stop equipment immediately in the event of a safety incident or emergency, and follow workplace emergency procedures
  • 4.6 Report safety incidents and emergencies according to workplace procedures and regulatory requirements
5. Monitor and operate controls
  • 5.1 Monitor and operate equipment controls according to manufacturer operating instructions
  • 5.2 Apply requirements and limitations of control systems and take action according to manufacturer guidelines
  • 5.3 Identify and report on control faults
  • 5.4 Identify hazardsin the work area and adopt appropriate measures to control the risks
6. Stop, shut down and secure equipment
  • 6.1 Bring equipment to a controlled halt and shut down without injury to personnel or damage to equipment, loads or facilities according to manufacturer instructions and workplace procedures
