Description
This unit of competency specifies the skills and knowledge required to research and analyse a broad range of complex and highly specialised information in order to give effective advice and influence design solutions that provide lawful access and inclusive use of the built environment for all people, including those with disability. It includes applying ergonomics and human geometry of people with disability to access provision; analysing built environment issues with positive and negative impacts on people with mobility, sensory and cognitive impairments; and an in-depth understanding of the range of design solutions available and how they may be applied to the provision of access.This unit is for experienced access consultants who apply broad and coherent theoretical and technical knowledge and highly specialised skills, and deal with sometimes complex and unpredictable contingencies in the provision of access consulting services.No licensing, legislative or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria
1 Source and manage information for consideration of access solutions.
  • 1.1 Research and evaluate information on the effects of disabilities and the interaction of people with disability and the built environment.
  • 1.2 Research and evaluate information on regulatory compliance requirements for people with disability to access and use the built environment.
  • 1.3 Research and use forums for discussion and debate regarding solutions for providing access to and use of the built environment.
  • 1.4 Implement processes to ensure access to current information on regulatory changes and best practice solutions associated with access to and use of the built environment by people with disability.
  • 1.5 Use technologies to develop and maintain an information management system to ensure currency and availability of information in knowledge bank.
  • 1.6 Share and discuss information in knowledge bank with relevant persons.
2 Analyse information to deliver access solutions in the built environment.
  • 2.1 Research best practice international and national solutions that provide access to and use of the built environment.
  • 2.2 Assess solutions for their capacity to address requirements of people with differing abilities and disabilities.
  • 2.3 Identify potentially suitable solutions and assess their cost-effectiveness and compliance with regulatory requirements.
  • 2.4 Research and monitor new and emerging developments in design, construction and fit-out solutions and apply relevant information to analysis of requirements for access to and use of the built environment.
3 Analyse regulatory compliance requirements for access to and use of the built environment.
  • 3.1 Analyse content and application of relevant legislation, codes and standards in relation to ergonomic principles and access and use requirements of people with disability.
  • 3.2 Analyse content and application of relevant government development policies and urban planning regulations in relation to ergonomic principles and access and use requirements of people with disability.
  • 3.3 Identify conflicting compliance provisions and access issues that are not the subject of legislation and analyse and critique access solutions in consultation with relevant persons.
4 Critique information and assess its role in the provision of advice.
  • 4.1 Use professional judgement to evaluate the efficacy and efficiency of potential access solutions.
  • 4.2 Consult with relevant persons to share information and critique the efficacy and efficiency of potential access solutions.
  • 4.3 Document research findings on best practice in access and use solutions and share with relevant persons.
  • 4.4 Implement mechanisms to review and contribute to the update of professional literature regarding access to the built environment.
