Description
This unit of competency involves the skills and knowledge required to facilitate community involvement in event specific recovery planning. It includes initiating the recovery process, engaging the community to enhance existing community structures and networks, providing community feedback to the recovery committee, facilitating community implementation of an event specific recovery plan and monitoring and reviewing community recovery.The unit applies to personnel who work in disaster recovery. Recovery support may include strengthening ongoing community capacity and enhancing the social, economic, environmental and physical infrastructure of the community and resolving local and external issues hindering recovery. No licensing, legislative or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria
1 Initiate recovery process
  • 1.1 Recovery plans, arrangements and procedures are identified, located and implementation is agreed on by entities
  • 1.2 Roles and responsibilities are assigned
  • 1.3 Key entities and their potential interests, sensitivities and dependencies are identified
2 Engage community to enhance existing community structures and networks
  • 2.1 Communication and consultation methods are identified and used to provide the community with information for their needs
  • 2.2 Community capacity to engage in recovery activities and community capital, is assessed and gaps are identified
  • 2.3 Key relationships, alliances and networks are developed and maintained
  • 2.4 Entities, including communities, are provided with opportunities to raise, examine, comment on and contribute to issues, concerns and decision making
  • 2.5 Support is provided to the community through the identification, assessment and prioritising of community needs and goals
3 Provide community feedback to recovery committee
  • 3.1 Community contribution, feedback and needs are collated and reported to the recovery committee
  • 3.2 Guidance is provided to support the development of recovery strategies to address community concerns and needs
4 Facilitate community implementation of event specific recovery plan
  • 4.1 Agreed community led strategies and activities are implemented
  • 4.2 Recovery committees' strategic approach is shared with the community
  • 4.3 Resources are acquired with preference for using local networks for recovery projects
  • 4.4 Strategies for accessing additional resources are considered
  • 4.5 Recovery strategies, activities and adequacy of resources and expenditure are monitored against recovery environment
  • 4.6 Changed circumstances are identified which may require a variation to the recovery plan
  • 4.7 Ownership is promoted by informing the community and entities about recovery progress, specific activities and any variations in recovery strategies and their implementation
  • 4.8 Recovery process, including decisions and outcomes, are documented
5 Monitor and review community’s recovery
  • 5.1 Recovery activity efficacy is monitored and reviewed
  • 5.2 Transition plan to business as usual is developed and reviewed in accordance with community expectations and changing needs
  • 5.3 Long term community sustainability is promoted
  • 5.4 Audit and reporting requirements are undertaken in accordance with organisational procedures
