Description
This unit of competency describes the skills and knowledge required to manage the scene of a major incident as the first arriving resource and then participate in the management and coordination following the arrival of further resources.This unit applies to pre-hospital and out-of-hospital health care workers.The skills in this unit must be applied in accordance with Commonwealth and State/Territory legislation, Australian Standards and industry codes of practice.

Elements and Performance Criteria
1. Respond to scene as first crew.
  • 1.1. Provide initial situation report (SITREP) in accordance with organisational policies and procedures that enable the declaration of a major incident.
  • 1.2. Position vehicle in close proximity to incident based on assessment of environmental threats and availability of access and egress.
  • 1.3. Allocate roles of Initial Commander and Initial Triage Officer or Clinician.
  • 1.4. Determine the need for personal protective equipment and use in accordance with organisational policies and procedures.
2. Undertake role of Initial Commander.
  • 2.1. Take charge of ambulance activities at incident scene in accordance with organisational policies and procedures.
  • 2.2. Conduct scene assessment.
  • 2.3. Establish and maintain communications with control centre and Primary Triage Officer.
  • 2.4. Liaise with other emergency agency commanders at the scene.
  • 2.5. Identify the need for additional ambulance resources and equipment.
  • 2.6. Document key information and decisions.
  • 2.7. Hand over all information to Forward Command upon their arrival at the scene.
3. Undertake role of Primary Triage Officer.
  • 3.1. Coordinate the triage sieve of casualties at the incident site in accordance with organisational policies and procedures.
  • 3.2. Provide estimate of casualty numbers.
  • 3.3. Use triage sieve to tag patients according to priority and severity of injury.
  • 3.4. Ensure only life-saving treatment is performed.
  • 3.5. Encourage bystanders to assist with basic casualty treatment.
4. Respond to scene as additional resource.
  • 4.1. Proceed to incident as directed by control centre.
  • 4.2. Park vehicle in designated ambulance parking area.
  • 4.3. Take equipment to the scene.
  • 4.4. Report to the Scene Commander.
  • 4.5. Undertake tasks as delegated by Scene Commander and in accordance with organisational policies and procedures.
  • 4.6. Use communication equipment to relay information.
5. Participate in end of incident activities.
  • 5.1. Follow stand down or end of incident instructions from Incident Commander.
  • 5.2. Participate in debriefing in accordance with organisational policies and procedures.
