Description
This unit specifies the skills and knowledge required to assist in the operation of the tank fabric collapsible marine (TFCM) system to transfer fuel from ships anchored offshore to shorebased storage facilities.It includes preparing and receiving a fuel bladder from a suitable marine vessel and issuing fuel from the TCFM system to shorebased operations.The TCFM system is a flexible fuel storage tank that is installed onto a suitable marine vessel; it is used in the maritime environment where no other facilities exist to transfer fuel from ship to shorebased field fuel installations.The skills and knowledge described in this unit must be applied within the legislative, regulatory and policy environment in which they are carried out. Organisational policies and procedures must be consulted and adhered to.Persons undertaking this unit work in a team under supervision and perform routine tasks in familiar contexts.No licensing, legislative or certification requirements apply to this unit at the time of publication.

Elements and Performance Criteria
1 Prepare for operations
  • 1.1 Obtain and confirm task requirements with relevant personnel
  • 1.2 Unpack and inspect components for serviceability in accordance with operational procedures
  • 1.3 Assemble components in accordance with manufacturer instructions
  • 1.4 Obtain and confirm operational orders, administrative and emergency response procedures
  • 1.5 Select and use appropriate personal protective equipment
  • 1.6 Apply work health and safety (WHS)/occupational health and safety (OHS) requirements and safety precautions in accordance with operational procedures and emergency response plan
  • 1.7 Identify and apply environmentally sustainable work practices, as required
  • 1.8 Complete appropriate documentation or records, as required
2 Receive fuel from ship
  • 2.1 Install flexible fabric tank onto vessel from the shore or directly off a ship in accordance with instructions, operational procedures and manufacturer specifications
  • 2.2 Connect TFCM system to ship’s pipeline in preparation for transfer operations
  • 2.3 Conduct pre-operation checks in accordance with manufacturer instructions and operational procedures
  • 2.4 Test fuel for product contamination, record results and quarantine defective product as required
  • 2.5 Transfer fuel in accordance with instructions and operational procedures
  • 2.6 Disconnect TFCM system from refuelling ship
3 Issue fuel from TFCM system to shore
  • 3.1 Monitor condition of TFCM system during sea transit in accordance with operational procedures and emergency response plan and promptly report or rectify issues within scope of own authority
  • 3.2 Discharge fuel after vessel has been moored in accordance with operational procedures
  • 3.3 Monitor equipment during transfer operations and report or rectify faults, as required
  • 3.4 Monitor gauges to ensure transfer is in accordance with operational procedures
  • 3.5 Maintain communication with team members and relevant personnel during transfer operations
  • 3.6 Extract fabric flexible tank from vessel
  • 3.7 Recover equipment in accordance with operational procedures
4 Finalise operations
  • 4.1 Clean and inspect equipment in accordance with manufacturer instructions
  • 4.2 Conduct maintenance and minor repairs in accordance with operational and environmental procedures
