Description
This unit of competency specifies the outcomes required to monitor a waste disposal site. This includes monitoring access roads, landfill cells and surrounding areas. It requires the ability to organise activity and apply safe work practices.

Elements and Performance Criteria
1 Organise for monitoring.
- 1.1 Monitoring requirements to be undertaken on waste site are identified from organisational requirements and legislation and codes.
- 1.2 Special testing requirements are determined and incorporated into job requirements.
- 1.3 Required tools, equipment and materials are obtained and checked to ensure safe and efficient operation.
- 1.4 Monitoring requirements and work tasks are communicated to relevant personnel.
- 1.5 Equipment and materials are allocated to appropriate personnel.
- 1.6 Supervisory processes and checks and measures are implemented to ensure work is completed within time available.
- 1.7 Potential hazards and risks are identified and managed according to organisational requirements, and occupational health and safety (OHS) regulations and other legislation and codes.
- 1.8 Emergency and personal protective equipment (PPE) is selected and fitted according to job requirements, manufacturer specifications, organisational requirements and legislation and codes.
2 Monitor batters, landfill cells and drainage systems.
- 2.1 Covered batters, cells and drains are checked to ensure integrity of form and shape, and absence of erosion, flooding, leachate or vermin.
- 2.2 Drainage systems and grease traps are monitored to detect contamination and blockages and to determine drainage flow and characteristics.
- 2.3 Sample of drainage liquid is taken to determine contamination level and characteristics according to organisational requirements and legislation and codes.
3 Monitor waste and surrounding environment.
- 3.1 Olfactory tests are organised to determine level of odour at waste site and surrounding environment, and to ensure compliance with organisational requirements and legislation and codes.
- 3.2 Tests to monitor noise levels are organised at waste site, according to organisational requirements and legislation and codes.
- 3.3 Tests to monitor gases at waste site are organised according to organisational requirements and legislation and codes.
- 3.4 Condition of fences, roads, signs and other infrastructure is monitored to determine maintenance requirements according to organisational requirements.
- 3.5 Documentation is completed according to organisational requirements.

recognise potential hazards and risks to monitoring activities
monitor landfill cells, drainage systems and landfill environment
observe OHS requirements.
Context of and specific resources for assessment
Assessment of essential underpinning knowledge may be conducted in an off-site context. It is to comply with relevant regulatory or Australian standards’ requirements.
Resource implications for assessment include:
work plans and approved specifications
forms and procedures manuals.
Method of assessment
Monitoring a disposal site must comply with industry expectations in the particular client environment. If the environment is narrowly defined or is not representative of industry needs, it may be necessary to refer to portfolio case studies to assess competency in the monitoring of a disposal site.
Assessment methods must:
satisfy the endorsed Assessment Guidelines of the Property Services Training Package
include direct observation of tasks in real or simulated work conditions, with questioning to confirm the ability to consistently identify and correctly interpret the essential underpinning knowledge required for practical application
reinforce the integration of employability skills with workplace tasks and job roles
confirm that competency is verified and able to be transferred to other circumstances and environments.
