Description
This unit relates to the minimum safety requirements for contractors working on or near a fuel storage and dispensing site.It includes working safely, identifying hazards and applying mitigation strategies, complying with relevant regulations, applying workplace policies and procedures, and applying relevant environmental protection requirements.The unit applies to work at sites which store and dispense diesel and motor spirit (petrol), including ethanol blends. It excludes major hazard facilities and bulk transfer terminals.This unit is appropriate for any contractor working on or near fuel storage and dispensing infrastructure. Work is performed under some supervision generally within a team environmentLicensing, legislative or certification requirements that apply to this unit may vary between jurisdictions and should be checked prior to commencing the unit.

Elements and Performance Criteria
1 Plan to work at a site where fuel is stored and dispensed
- 1.1 Work instructions are accessed, interpreted and clarified with relevant people in accordance with workplace procedures
- 1.2 Workplace documentation, site-specific requirements, industry standards and regulatory requirements are accessed and interpreted
- 1.3 Site conditions are determined, evaluated and accommodated in work plan
- 1.4 Authorisations, licences or permits required for work are identified and obtained by relevant personnel
- 1.5 Tools, equipment and personal protective equipment (PPE) required for work plan are identified and arranged
- 1.6 Individual competency is reviewed against job requirements and any required support identified
2 Prepare to work at a site where fuel is stored and dispensed
- 2.1 Work requirements are confirmed, and activities coordinated with site supervisor and others at the site
- 2.2 Site safety, emergency response and first aid procedures are identified and implemented
- 2.3 Site is inspected, risks assessed, and controls determined
- 2.4 Worksite is set up and all required pre-work tests and checks are conducted
3 Work at a site where fuel is stored and dispensed
- 3.1 Risk controls, safety measures and monitoring requirements are implemented
- 3.2 Work is conducted in accordance with permit or authorisation
- 3.3 Work is conducted in accordance with work instructions, specifications, industry standards and codes of practice
- 3.4 Changes in site conditions are monitored and responded to as required
4 Complete work at a site where fuel is stored and dispensed
- 4.1 Post-work checks and testing are completed
- 4.2 Post-work housekeeping is completed
- 4.3 Post-work documentation and reporting is completed
- 4.4 Handover back to site owner is completed
