Description
This unit involves the skills and knowledge required to manage the operation of a first response team. It covers the development, implementation and review of the procedures for the operation of a first response team.A first response teamincludes trained personnel who prepare for and respond to an emergency incident that poses an immediate risk in a power generation facility such as that caused through natural disaster, fire, hazardous spills or other dangerous events. First response teams must comply with federal, state and local government laws and regulations for the management of emergency incidents.Competency in this unit requires the ability toplan for operation of first response team, manage operation of first response teamand report outcomes of the emergency response. Individuals will, in general, work as an operator with responsibility for risk management, in a power generation facility.Power generation plant operators are typically trained and authorised to isolate, prepare plant and issue permits to work.No licensing, legislative or certification requirements apply to this unit at the time of publication.Note: Workplace practiceThe application of the skills and knowledge described in this unit may require a licence or training permit to practice in the workplace where work is carried out on gas and electrical installations. Additional conditions may apply under state and territory legislative and regulatory licensing requirements.

1 Plan for operation of first response team
- 1.1 Purpose of first response team is identified and clarified, in accordance with emergency response plan and risk management system
- 1.2 Roles and responsibilities of external emergency services personnel are clarified and managed, in accordance with emergency response plan and risk management system
- 1.3 First response team members are identified and assigned duties and responsibilities, in accordance with emergency response plan and risk management system
- 1.4 Directions or advice is provided to emergency service personnel and first response team members after site inspection, in accordance with emergency response plan and Risk Management System
2 Manage operation of first response team
- 2.1 Emergency incidents are investigated, assessed and evaluated to minimise hazards and control risks, in accordance with emergency response plan and risk management system
- 2.2 Emergency incident investigation results and recommendations are documented and managed, in accordance with emergency response plan and risk management system procedures
- 2.3 Guidance is provided to emergency services, in accordance with response plan and risk management system procedures
- 2.4 First response team materials, equipment and resources required for to the emergency incidents are obtained and managed, in accordance with emergency response plan and risk management system procedures
- 2.5 Debriefing is conducted and findings are responded to and managed, in accordance with emergency response plan and risk management system procedures
3 Report outcomes of emergency response
- 3.1 Improvements to first response team emergency procedures are identified and managed with appropriate personnel, in accordance with emergency response plan and risk management system procedures
- 3.2 Results of debriefing are reported, in accordance with emergency response plan and risk management system procedures
- 3.3 Improvements to incident response procedures are implemented and managed, in accordance with emergency response plan and risk management system procedures
