State Implementation and Classification
Description
To provide the academic knowledge required by students to prepare them to be a
watchkeeping officer of any vessel, trading around the world, in accordance
with the training standards specified in the 1989 syllabus developed by the
Maritime Industry Development Committee, in consultation with AMSA.
To meet the requirements of the training of ship's watchkeepers as laid down in
the International Maritime Organisation conference on the Standards of Training
Certification and Watchkeeping for Seafarers of 1978 as amended.
To provide the academic knowledge required by students to prepare them to be in
command of a vessel up to 80 metres in length operating up to 600 miles from
the coast or for a vessel up to 35 metres in length operating worldwide.
To prepare students for oral examination by AMSA or the appropriate State
Authority for the issuing of Certificates of Competency.

First Aid at Sea, Proficiency in Survival Craft, Prevention and Control of Fire
on Board Ship, Ship Administration, Nautical Knowledge 300, Ship Knowledge 300,
Marine Communications 200, Coastal Navigation 300 and Offshore Navigation 300
are required to meet the academic requirements for a Master Class 3 Certificate
of Competency. Delivery patterns are not restricted by these requirements.
RECOGNITION OF PRIOR LEARNING
Industrial experience is as approved by the Department of Marine and Harbours
(WA) (DMH). Standard DEVET exemption procedure will apply in recognition of
prior learning.
