Description
This unit describes the performance outcomes, skills and knowledge required to estimate preliminaries, labour and materials, and establish costs for a basic construction project. It is limited to utilising standard contract documents, without a need to go to a worksite.
The unit of competency is applied by new entrants to non-trade roles in the building and construction industry who obtain information from contract documentation, prepare costing sheets, estimate labour and materials, calculate costs and prepare draft quotations.

Elements and Performance Criteria
Read and identify key information in contract documentation
- 1.5 Identify contract documents related to a job or project
- 1.6 Collect required documentation for planning and preparation
- 1.7 Extract key information from project plans and specifications related to the job or project
Prepare for estimations
- 2.5 Develop a summary costing sheet, with cost centres
- 2.6 Identify elements of works to be externally quoted
Estimate labour materials
- 3.4 Identify and include provisional and prime cost sums in the building costs for the job or project
- 3.5 Identify and include preliminary cost items to be added
- 3.6 Estimate quantities of materials required for the job or project and set out in accordance with industry practice
- 3.7 Estimate unit quantities of labour for costing purposes for the job or project and set out in accordance with building industry practice
Calculate Costs
- 4.4 Calculate materials, labour and cost allowances and set out in accordance with industry practice
- 4.5 Allocate costs to summary sheet cost centres
- 4.6 Calculate total job or project construction cost that accurately reflects contract document requirements
Apply overheads costs and margins
- 5.3 Identify and apply typical building or construction company overheads costs and charges
- 5.4 Apply a percentage profit margin in accordance with industry norms
- 5.5 Calculate total job or project price that accurately reflects all construction costs, overheads and margins
Prepare a draft quotation
- 6.1 Prepare a draft letter of quotation to include all required items in accordance with contract documents and organisational requirements
- 6.2 Check all calculations and organisational style and formatting requirements for quotation letters, and submit draft letter of quotation for approval within required timeframes
