Description
This unit involves the skills and knowledge required to pilot rail traffic with due consideration of route conditions in accordance with system of safeworking, regulatory requirements and workplace procedures.For this unit, a pilot is defined as a route current qualified worker, who accompanies, directs and advises rail traffic crew about track works, speed restrictions, signal locations, wayside equipment, station locations and other aspects that may affect operation of rail traffic based on known performance of rolling stock.It includes identifying route and safeworking requirements, applying route knowledge in planning and communicating a rail traffic movement, and using route knowledge during a rail traffic movement in accordance with workplace requirements and rail network standards.People achieving competence in this unit will need to fulfil the applicable state/territory legislated rail safety requirements and to comply with relevant codes of practice and/or guidelines.Work is generally performed without supervision and within a team environment. It involves the application of routine operational principles and procedures when accompanying and guiding rail traffic with due consideration of route conditions as part of workplace activities across a variety of operational contexts within the Australian rail system.No licensing, legislative or certification requirements apply to this unit at the time of publication.

1 Deliver rail traffic crew briefing
  • 1.1 Qualified worker is selected and tasked according to circumstances and given appropriate equipment and authority to act in accordance with workplace procedures, rail movement plan, system of safeworking and codes of practice
  • 1.2 Purpose of rail movement, track works, speed restrictions, signal locations, wayside equipment, station locations and other aspects that may affect operation of rail traffic are identified in accordance with workplace procedures, rail movement plan, system of safeworking and codes of practice
  • 1.3 Rolling stock capacity and consist are determined and considered during the rail movement
  • 1.4 Purpose of briefing is conveyed to rail traffic crew
  • 1.5 Information is presented in accordance with rail movement plan and workplace procedures
  • 1.6 Information is delivered clearly and concisely
  • 1.7 Appropriate questioning techniques are used to confirm understanding
2 Use route knowledge during rail traffic movement
  • 2.1 Route information is provided to rail traffic crew during a rail traffic movement in accordance with rail movement plan, workplace procedures, system of safeworking and codes of practice
  • 2.2 Hazardous situations along rail traffic route are recognised and advised to the rail traffic crew during the movement in a timely manner
  • 2.3 Factors that impact on safe rail traffic operations are continuously monitored
  • 2.4 Situational awareness is applied through effective visual scans, use of communication systems, use of rail traffic information and use of system of safeworking, in accordance with workplace procedures
  • 2.5 Timely communications are maintained with traffic crew and/or network control officer and other relevant personnel during rail traffic movement in accordance with rail movement plan, codes of practice, system of safeworking and workplace procedures
  • 2.6 Rail traffic work activity is organised and carried out with rail traffic crew and relevant personnel, and tasks are sequenced and facilitated
  • 2.7 Network control officer information and other instructions are received, interpreted and applied to ensure safe and effective operation of rail traffic
3 Apply safety critical communication during rail traffic movement
  • 3.1 Location information is clearly communicated and clarified during rail traffic movement
  • 3.2 Rail network condition advice is provided and confirmed by acknowledgment
  • 3.3 Changes in operational status of communication facilities affecting network operations are provided during rail traffic movement
  • 3.4 Safety critical information is exchanged clearly and in a timely manner in accordance with rail movement plan, safety management system and regulatory requirements
  • 3.5 Communication between network control officer, rail traffic crew and pilot are received, confirmed, acknowledged and appropriate actions taken
  • 3.6 Standard phrases are used in accordance with communication protocols
