Description
This unit describes the skills and knowledge required to plan, conduct and documentunderground services condition assessments. This includes an understanding of underground services functions and features.The unit applies to those who work in a supervisory or paraplanning role. They generally perform a broad range of operational activities in their area of responsibility and are responsible for monitoring a safe work environment.No licensing, legislative or certification requirements apply to this unit at the time of publication.

1. Determine the level of service required for the underground service condition assessment
  • 1.1 Obtain, interpret, clarify and confirm work requirements
  • 1.2 Identify and comply with duty of care requirements according to legislation, standards, regulations, codes, guidelines and manuals
  • 1.3 Evaluate community expectations of underground services road pavement asset condition
  • 1.4 Determine the organisational budget and resources available to manage the underground service
  • 1.5 Identify key risk management strategies for underground services asset
2. Plan for underground service data collection
  • 2.1 Identify key functions and features of underground services
  • 2.2 Plan and document types of underground service data intended for collection according to organisational need
  • 2.3 Develop underground service data collection plan according to organisational policies and procedures
  • 2.4 Communicate data collection activities to required personnel
  • 2.5 Prepare and complete pre-inspection processes
3. Assess underground service and gather data points
  • 3.1 Assess underground service features and determine the different grades of asset component condition
  • 3.2 Determine an asset condition rating and risk score according to task requirements
  • 3.3 Gather underground service data points according to organisational and task requirements
  • 3.4 Report immediate service deficiencies and identified faults to required personnel
  • 3.5 Identify and document potential risks, hazards and environmental issues according to organisational policies and procedures
4. Finalise reporting activities and undertake data validation
  • 4.1 Document condition assessment findings according to organisational policies and procedures
  • 4.2 Determine completeness of data collection according to task requirements
  • 4.3 Validate data according to organisational and task requirements
  • 4.4 Organise data collected in a retrievable format according to organisational policies and procedures
  • 4.5 Securely store data collected according to organisational procedures, legislative requirements, and industry practices
  • 4.6 Submit report to required personnel on data collection activities and results according to task requirements
