Description
This unit describes the performance outcomes, skills and knowledge required to apply an understanding of the health care system to clinical coding job roles. It includes applying an understanding of the regulatory and legislative frameworks, health care funding mechanisms and the structure of the health care system to inform clinical coding practices. This unit applies to clinical coders who are responsible for interpreting and extracting patient clinical information for the purposes of clinical coding. Work may be performed as an individual and as part of a team under limited supervision.The skills in this unit must be applied in accordance with Commonwealth and State/Territory legislation, Australian standards and industry codes of practice.No occupational licensing, certification or specific legislative requirements apply to this unit at the time of publication.

Elements and Performance Criteria
1. Identify significant factors affecting clinical coding work.
  • 1.1. Identify key stakeholders and their role in health care service delivery.
  • 1.2. Identify external factors that impact the health care system and their influence on clinical coding outcomes.
2. Identify the legislative and regulatory frameworks.
  • 2.1. Research the scope, structure and functions of public and private health care service providers and identify relevant statutory and government reporting requirements for coded clinical data.
  • 2.2. Identify national and jurisdictional agreements, legislation and policies that relate to clinical coding practices.
  • 2.3. Analyse the impact of identified legislative and regulatory frameworks and policies on coded clinical data.
3. Analyse impact of health care worker roles and patient journeys on clinical coding.
  • 3.1. Identify the different roles and scope of practice of health care service professionals and how they interact to achieve patient outcomes.
  • 3.2. Identify the responsibilities, communication channels and key organisational structures of health care service environments.
  • 3.3. Identify how different health care service environments and various clinical disciplines influence the patient journey and patient management pathways.
  • 3.4. Analyse impacts of distinct patient management pathways on clinical coding.
4. Investigate the relationship between funding and clinical coding.
  • 4.1. Determine current classifications, sources and models of funding for health care service providers.
  • 4.2. Identify the principles of funding models and their impact on clinical coding work.
5. Identify the usage of coded clinical data.
  • 5.1. Identify national and local organisations that provide guidance, direction and influence clinical coders’ work activities.
  • 5.2. Determine how coded clinical data is used to facilitate clinical research, health service planning, improved patient outcomes and safety.
  • 5.3. Determine expected timeframe and accuracy rate for completion of coded clinical data according to statutory, government and organisational requirements.
