Description
This unit involves the skills and knowledge required to plan and coordinate track protection for multiple work groups operating within the limits of a work on track method on a rail network, in accordance with legislative and regulatory requirements. It includes identifying protection requirements, establishing and administering protection of multiple work groups, and removing protection arrangements. The track protection requirements may involve long-term planning and consultation with a number of stakeholders. It includes following policies, procedures and protocols of the access provider. Licensing or certification requirements are not applicable to this unit.

Elements and Performance Criteria
1Identify protection requirements for multiple work groups
- 1.1 Nature and complexity of work to be performed by multiple work groups are identified
- 1.2 Personnel and other resources required to undertake protection activities are identified according to the scope of work and relevant documentation
- 1.3 Hazards are identified, risks are assessed and suitable protection controls are planned
- 1.4 A safety plan is developed in accordance with workplace procedures
- 1.5 Stakeholders are informed of plan and how protection is to be organised
2Establish, and administer protection of multiple work groups
- 2.1 Detailed information on protection arrangements is provided to appropriate personnel and any issues raised are clarified and/or confirmed
- 2.2 Plan is monitored to ensure protection is implemented effectively
- 2.3 Communication links with appropriate personnel are maintained to ensure protection objectives align with work requirements throughout the life of the work program
- 2.4 Rail movements through multiple work areas are coordinated
- 2.5 Establishment and removal of multiple work areas is coordinated within the limits of the work on track method
- 2.6 Documentation is completed and maintained to meet reporting requirements in accordance with workplace procedures
3Remove protection arrangements for multiple work groups
- 3.1 Notification of completed works and assurance that track is safe for passage of rail traffic is received from all protection officers in accordance with workplace procedures
- 3.2 Protection arrangements are removed in accordance with workplace procedures
- 3.3 Actions are documented in accordance with workplace procedures
