This qualification can only be obtained by fulfilling the obligations of an apprentice under a training contract except: (a) a person who is temporarily living in Australia on a student visa issued by the Department of Immigration and Citizenship may obtain the qualification through a registered training provider approved to deliver a course for the qualification; or (b) a person seeking recognition of prior learning under s60I of the VET Act.

20 units of competency are required for award of the qualification:
15 compulsory units plus
5 elective units

A maximum of one of the four required elective units may be substituted by selecting relevant units of competency from and Certificate III or IV construction qualification or qualification in another endorsed Training Package.
