Description
This unit describes the performance outcomes, skills and knowledge required to apply correct handling and safety procedures when setting up, operating and dismantling outdoor fireworks displays.The unit applies to those who work autonomously in a team environment as they take responsibility for managing risk and emergency procedures at fireworks displays, leading work teams, and communicating procedures and requirements to all those involved in outdoor fireworks displays.Licensing and legislative requirements apply to this unit but vary according to state/territory jurisdictions. Completion of this unit does not automatically qualify a person to obtain a licence to operate in any Australian state or territory.Users are advised to check with the relevant licensing authority and work within the requirements and guidelines set down by those authorities.This unit is closely based on work completed by the Queensland Department of Natural Resources and Mines.

Elements and Performance Criteria
1. Prepare for fireworks displays
  • 1.1 Identify outdoor firework display requirements in consultation with required personnel
  • 1.2 Discuss issues associated with use and operation of fireworks for displays with required personnel
  • 1.3 Establish manual and electric firing techniques for fireworks in line with current industry practices
  • 1.4 Identify fireworks from physical features and markings
  • 1.5 Follow procedures for the transport and storage of fireworks according to state or territory regulatory requirements
2. Set up fireworks displays
  • 2.1 Determine the integrity of fireworks and their suitability for sites
  • 2.2 Establish and manage exclusion zones and control measures for sites
  • 2.3 Implement site safety measures that meet regulatory requirements and manage risk
  • 2.4 Supervise the set-up of equipment and fireworks according to safety management systems
  • 2.5 Monitor environmental factors to ensure safety
3. Operate fireworks
  • 3.1 Commence immediate pre-display activities relating to health and safety according to state or territory regulatory requirements
  • 3.2 Safely initiate fireworks in line with current industry practices
  • 3.3 Maintain control of displays through monitoring and supervising others as required
  • 3.4 Take required action where problems are identified
  • 3.5 Supervise operations in ways that foster cohesion in the work team
4. Finalise work operations
  • 4.1 Clean up and return display sites to owners in original condition
  • 4.2 Complete other post-display activities and documentation as required
  • 4.3 Evaluate effectiveness of operations and safety measures and note areas for improvement in consultation with required personnel
