Description
This unit describes the performance outcomes, skills and knowledge required to integrate legislative requirements into the operation of fireworks display to ensure the safety and health of workers and the general public. It involves determining different regulatory requirements, establishing risk control procedures, managing emergency situations and training other personnel.The unit applies to those who work autonomously in a team environment as they take responsibility for identifying hazards and mandatory requirements, managing risk and emergency procedures, and communicating safety and health requirements to all those involved in fireworks displays. They may also be responsible for supervising others.Licensing and legislative requirements apply to this unit but vary according to state/territory jurisdictions. Completion of this unit does not automatically qualify a person to obtain a licence to operate in any Australian state or territory.Users are advised to check with the relevant licensing authority and work within the requirements and guidelines set down by those authorities.This unit is closely based on work completed by the Queensland Department of Natural Resources and Mines.

1. Identify regulatory requirements

2. Implement and monitor risk control procedures
  • 2.1 Establish control measures to minimise risk of hazardous events with fireworks based on the hierarchy of control measures
  • 2.2 Identify and implement required safety and security management system and associated emergency procedures
  • 2.3 Identify and establish required quality systems
  • 2.4 Critically examine previous incidents with fireworks in view of current legislation and industry best practice
  • 2.5 Brief work groups on requirements and procedures
3. Manage emergencies and malfunctions
  • 3.1 Identify types of emergencies that may occur during fireworks displays and their statutory notification requirements
  • 3.2 Evaluate techniques for recognising malfunctions of fireworks
  • 3.3 Implement necessary actions for managing emergencies as required
  • 3.4 Apply required emergency procedures to incident scenarios
  • 3.5 Evaluate effectiveness of safety and health procedures and note areas for improvement in consultation with required personnel
4. Train personnel
  • 4.1 Establish health, safety and other training needs for work groups
  • 4.2 Identify personnel who require health and safety training
  • 4.3 Provide training to meet identified needs
